SUBJECT:
Agreement between the City of Hawthorne and Coffman Associates, Inc. for providing On-Call Planning Consulting Services at the Hawthorne Municipal Airport.
RECOMMENDED MOTION:
Staff recommends that the City Council approve the Master Consultant Agreement with Coffman Associates, Inc. and authorize the City Manager or his designee to enter into and execute the agreement.
DISCUSSION:
Public Works recently completed a Qualifications Based Selection (QBS) process to select a consulting firm for a 5-year on-call airport planning services agreement in full compliance with FAA protocols. The RFQ was advertised on February 21, 2024. As a result of that process, two firms submitted SOQs – Coffman Associates and TYPSA Group/MVE Partners. After careful review of submittals, Coffman Associates was selected by the City for further consideration and subsequent negotiation and for preparation of the master contract, which will be the basis for future Authorization of Services (AOS) agreements. These future AOS agreements will be developed pursuant to our submitted Airport Capital Improvement Program (ACIP) and FAA grant approval.
ECONOMIC DEVELOPMENT STRATEGIC PLAN:
Select a specialist consultant to support projects aligned with the Economic Development objectives of the City.
FISCAL IMPACT:
None. Funds for future projects will be paid for with approved and allocated FAA AIP Grant, Aeronautics Matching Grant, and Airport fund fees.
