WHEREAS, California Government Code section 36517 provides that the compensations of the City Clerk and City Treasurer shall be fixed by ordinance or resolution; and
WHEREAS, the City of Hawthorne had enacted Ordinance No. 1696 in year 2000 setting the compensation of the City Clerk and City Treasurer at eight hundred thirty-three dollars and thirty-three cents ($833.33) per month which was codified as section 2.30.140 of the Hawthorne Municipal Code; and

In addition, the actions taken by this Ordinance are not a “project” under CEQA because the Ordinance does not involve any commitment to a specific project which may result in a potentially significant physical impact on the environment and is also exempt from CEQA pursuant to the “common sense” exemption because it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment. (Title 14, California Code of Regulations, Section 15061(b)(3).
