AGENDA ITEM NO. 11

CITY OF HAWTHORNE
City Council

AGENDA BILL
For the meeting of May 28, 2024
Originating Department: City Attorney
City Manager: __________
Vontray Norris
City Attorney: ___________
Robert Kim
SUBJECT:

ORDINANCE NO. 2252 (Second Reading): AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF HAWTHORNE, CALIFORNIA, AMENDING SECTION 2.30.140 (SALARIES OF THE CITY CLERK AND CITY TREASURER) OF CHAPTER 2.30 (CIVIL SERVICE GENERAL PROVISIONS AND REGULATIONS) OF TITLE 2 (ADMINISTRATION, CIVIL SERVICE AND PERSONNEL) OF THE HAWTHORNE

MUNICIPAL CODE AND MAKING A FINDING OF EXEMPTION IN COMPLIANCE WITH CEQA IN CONNECTION THEREWITH.

RECOMMENDED MOTION:

Introduce Ordinance No. 2252 on May 14, 2024 and Adopt Ordinance No. 2252 on May 28, 2024.

DISCUSSION:

The City Council directed the staff to draft an ordinance setting the compensations of the city clerk and the city treasurer in the amount of one thousand two hundred dollars ($1,200) each and to make the new salary effective July 1, 2024. Under California Government Code section 36517, cities are authorized to fix the compensation of the city clerk and the city treasurer by an ordinance or a resolution.

Since the year 2000, the City of Hawthorne had set the compensation of the city clerk and the city treasurer by an ordinance codified under section 2.30.140. That ordinance specified the amount of the compensation at eight hundred thirty-three dollars and thirty-three cents ($833.33).

The rates of compensation for the city clerk and the city treasurer remained the same for twentyfour years. The increase in salary to one thousand two hundred is almost a fifty percent increase. Since it takes an ordinance 30 days to go into effect after its adoption, the new salary amount should begin on July 1, 2024.

CEQA:

The City Council hereby finds that the adoption of this Ordinance is not a “project” under the California Environmental Quality Act because the Ordinance does not involve any commitment to a specific project which may result in a potentially significant physical impact on the environment, as contemplated by Title 14, California Code of Regulations, Section 15378(b)(4).
