SUBJECT:
Agreements with 1. Russ Bassett (Repurpose/Retrofit the Police Department’s new Real Time Information Center [RTIC]); 2. Nastec (Provide a Drone Operator/Observer for the Drone as First Responder [DFR] program); and 3. Lotus Telecommunications, LLC (Create a New Local Server Room for the RTIC).
RECOMMENDED MOTION:
Staff recommends that the City Council Approve the Agreements with Russ Bassett, Nastec, and Lotus Telecommunications, LLC and their respective Purchase Orders, Authorize the Chief of Police to Execute the Agreements and Any Documents Related Thereto with the Funds Appropriated from Account No’s. 100-2102-229-0-0-41541, 100-2102-229-0-0-40514, and 100- 2102-229-0-0-47404, respectively.
DISCUSSION:
Funding
A separate agenda item under the City Manager’s Consent calendar is the request for approval of the transfer of $301,424.82 in unclaimed funds. If the council approves the transfer, the funds would be applied to the three agreements discussed herein.
Russ Bassett Agreement
$173,321.38 of the transferred unclaimed funds would be used to acquire nine workstations/flex consoles from Russ Bassett, a reputable company specializing in mission-critical console furniture and storage solutions. This will enable the repurposing/retrofitting of a section of the police station to function efficiently as the new RTIC/DFR bureau.
Nastec Agreement
$67,600.00 of the said funds would be applied to the agreement with Nastec. This agreement
secures the services of a highly skilled Drone Operator/Observer for six-months. The agreement with Nastec allows the police department to increase the operational capacity of the DFR program from 24 to 40 hours per week.
Lotus Telecommunications, LLC Agreement
$25,074.00 of the aforementioned transferred funds would be paid to Lotus Telecommunications, LLC. This agreement with Lotus requires the installations of the following:
RTIC network cabling.
A new Intermediate Distribution Frame (IDF).
12 Strand SM Fiber from the second-floor server room to the new RTIC IDF. CAT6 cables
The relocation of data faceplates.
The result will be the creation of a new/local server room closer to the RTIC, which will allow for improved connectivity, enhanced security, better cooling and temperature control, and increased accessibility.
ECONOMIC DEVELOPMENT STRATEGIC PLAN:
N/A.
FISCAL IMPACT:
No impact to the general fund as the cost of the agreements can be funded from the unclaimed money transferred to the general fund under Government Code Section 50050.
