For the meeting of July 9, 2024

City Manager: __________

Dir. of Human Resources: ___________

SUBJECT:

City Hall December Holiday Closure
RECOMMENDED MOTION:

Staff Recommends that the City Council approve the closure of City Hall for December holidays.

DISCUSSION:

At the request of the City Council, staff was to consider a City Hall closure during the December holidays. With the approval of multiple Memorandums of Understanding (MOU) that allows for an additional holiday in December, City Hall will be closed an additional day. With the addition of the extra approved holiday, staff is likely to extend the holiday, which will result in City Hall departments being open with minimal staff. Although City Hall will be closed, staff will be allowed to come to work with supervisor-approved work for items like purging, reorganizing, and departmental cleanup.

The following is being proposed:

December 23, 2024, will be a regular business day. All staff will be expected to come to work unless time off is approved by their Director or supervisor.

City Hall will be closed from December 24th – December 27th, 2024 December 24th is a MOU-approved holiday.

December 25th is a MOU-approved holiday.

December 26th – City Hall will be closed; however, employees will be allowed to work with supervisor-approved work. If an employee decides to take the day off, the employee must use vacation or compensatory time to remain in paid status.

December 30, 2024, will be a regular business day. All staff will expected to come to work unless time off is approved by their Director or supervisor.

City Hall will be closed from December 31st – January 3rd, 2024.

December 31st is a MOU-approved holiday.

January 1st is a MOU-approved holiday.

January 2nd – City Hall will be closed; however, employees will be allowed to work with supervisor-approved work. If an employee decides to take the day off, the employee must use vacation or compensatory time to remain in paid status.

January 3rd – City Hall will be closed; however, employees will be allowed to work with supervisor-approved work. If an employee decides to take the day off, the employee must use vacation or compensatory time to remain in paid status.

Key Implications:

1. Essential Services: Fire, Police, and Emergency Services will continue to operate as usual during this period.

2. Limited Staff Availability: Staff who are essential to maintaining critical operations will be available on a limited basis.

3. Building Maintenance: Routine maintenance and repairs will be scheduled during this period, ensuring that the facility is in good condition for the start of the new year.

I am confident that the December holiday closure will be a successful and well-managed event, allowing our staff to rest and recharge while ensuring that essential services continue uninterrupted.
