#ASA: 03 – Phase Changes
A. PROJECT DESCRIPTION
This ASA proposal is in addition to the original contract for the project above and covers OFFICEUNTITLED’s labor fee.
This work will include and is limited to, the following:
Per a meeting with Akbar Faruk and DJ Torado on June 17, 2024, OFFICEUNTITLED was informed that the portion of the project site that currently contains the Bank of America building and parking lot may not be available to begin construction prior to mid-June 2026.
As such, Akbar Faruk directed OFFICEUNTITLED to:
• Revise the current project phasing strategy, from a Parking Garage-only Phase I and City Hall Expansion Phase II, to a combined Phase I Parking Garage and City Hall Expansion. • Design and permit approximately half of the parking structure (approximately to the eastern property line of the City Hall property) for Phase I.
• Create a new Phase II that would combine the 2nd half (eastern half) of the parking garage construction, civic park, and Bank of America remodel.
Scope of the above effort includes, but is not limited to the following:
PHASE I:
• Parking Garage:
o Revise Construction Documents; project has already been submitted for plan check. o Create and maintain two garage projects & document sets: one for Phase I permitting and construction, and another for Phase II permitting and construction. o Design revisions:
Revise the garage design to locate a temporary basement wall adjacent to and parallel to the property line, approximately cutting the garage in half. Develop accessibility-compliant parking design.
Revise EV parking for code compliance.
Revise code required egress design and update documentation. Coordinate & document a waterproofing solution for temporary basement wall. Enlarge parking garage northward to accommodate approximately (10) tandem parking stalls at the NW corner of the parking garage.
Relocate MPOE room.
Relocate mechanical fan room.
Revise slab plan.
Revise reflected ceiling plan.
Revise lighting.
Revise roof drainage plan to accommodate for phasing.

Project Assumptions/Exclusions
1. As mentioned above, in the absence of a Construction Schedule, we assume an overall Project Schedule of approximately 35 months (5 months to complete Design and 30 months for Construction Administration).
2. AV Systems Design is excluded from our scope of work and will be designed by “Others.”
3. Security Systems for all areas include, as applicable, the following systems: Camera Surveillance, Access Control, Duress/Help Buttons, and Blue Phones.
4. Metal Detectors, Intrusion Detection, and Gun Shot Detection Systems are excluded from our Scope.
5. For the Parking Structure, our scope includes Surveillance Cameras, Blue Phones and WiFi. It can also include Pedestrian Access Control.
6. Car Parking Systems and Gates are excluded from our scope for the Parking Structure.
7. The Fees assume the following site visits: IT Cable/Security: Two (2) site visits (one each) during design.
Fees also include four (4) site visits (2 each) during CA Administration.
8. All Drawings delivered by A3 Engineering will be developed in REVIT/BIM 360, LOD 200. A3 Engineering will provide Revit (or AutoCAD if the project requires it) modeling services for the project. We have made the following assumptions regarding Building Information Modeling (BIM) work on this project:
a. We assume that we will download project models (version 2018 or later). This transfer of model in addition to the transfer of our discipline-specific models will occur at regular intervals during the project’s design phases.
b. When working with BIM360 or similar cloud-based applications, we expect that the architectural team will provide a weekly change log or a bubbled architectural set which includes any of the revisions/areas of revision in the update to assist with coordination. In addition, we assume that the architect will indicate any areas which are under significant review or rework to avoid unnecessary design and rework.
c. Note that starting the project in AutoCAD and migrating to Revit will incur additional fees for the recreation of the model and drawing package.
d. We anticipate 3-D models will be “frozen” or published two weeks prior to all deliverables becoming due. Changes to the architectural background with less than two weeks before the deliverable may require additional effort and be subject to additional fees. e. If conduit infrastructure is to be modeled, we will only include conduits that are larger than 2”.
Any coordination or modeling needed at finer detail will be subject to additional fees. f. If 3D coordination with other consultants is within scope of the project, A3 Engineering assumes the architect will conduct any clash detections and provide specific direction to mitigate clashes an allow full access to the consultant’s models no later than two-weeks prior to deliverable due dates.
g. Model design shall be performed to Revit Level of Detail 200 (LOD 200), as defined by the AIA BIM Level of Detail (LOD) 2019. Our actual design may be above a LOD 200 but does not include manufacturer specific families. Design above LOD 200 will require additional fees. h. If clash detection is requested as part of A3 Engineering’s scope, A3 Engineering can provide it as an additional service.
9. A3 Engineering assumes a PE stamp is not required for permit of this project. If a PE stamp is required, please contact us as soon as possible to discuss alternatives which may impact the fee.
10. Owner acknowledges that A3 Engineering has built an extensive repertoire of intellectual property, including but not limited to, assessment tools and techniques, specification libraries, reporting templates and graphics, and Revit families and modeling tools. Our deliverables shall be the exclusive July 3, 2024 a-3-eng.com P a g e | 3
property of A3 and owner with allowances for right-to-use where deliverables contain A3 Engineering intellectual property. Owner is granted right-to-use specifically limited to the services provided under this agreement for any intellectual property utilized in the development of project deliverables.
Ownership and rights of A3 Engineering intellectual property remain with A3 Engineering and cannot be otherwise shared, distributed, or used for any other purposes.
11. We have made the following assumptions regarding the low-voltage/communication external infrastructure (conduit runs, duct banks, vaults, maintenance holes, pull boxes, etc.) for the project:
a. A3 Engineering’s scope of work shall be limited to the diagrammatic representation of the proposed low-voltage/communications routes from the edge of the building to the property line, including suggested placement and sizing of the infrastructure. This information shall be represented on A3 Engineering’s site plan. The coordination of underground infrastructure with existing and planned site conditions and with other underground utilities is assumed to be by the project’s Civil Engineer.
b. The routing of technology cabling beyond the site boundary is assumed to be provided by the owner and will only be shown on A3 Engineering’s drawings based on the information provided. c. The ordering of services and coordination of required infrastructure to bring services to the property line from the Local Exchange Carrier (LEC), cable television providers and other service providers is assumed to be by owner.
12. For any Add Service or out of scope work, A3 Engineering’s hourly rates will be calculated at our current 2024 Hourly Rate Schedule.
It is estimated that the additional scope of work pertaining to this ASR will be completed within the current design schedule set forth by the architect.
