DISCUSSION:
Measure B was approved by voters in November 2002 to provide revenue to support the countywide system of trauma centers, emergency medical services, trauma prevention and bioterrorism response activities. Measure B creates a fund, which varies by year, to support the emergency medical system. Each year, public safety agencies, municipalities, and health care systems can submit proposals for a grant to fund programs which support any of the above areas.
Entities who are awarded funding for their projects can then apply for reimbursement for costs incurred in the creation or administration of their projects up to a specified amount.
The Hawthorne Police Department has previously applied for, and received, a grant through Measure B for medical kits to issue at Stop the Bleed Campaign classes. We provide free teaching
in life saving measures to stop bleeding, the leading cause of preventable death due to injury.
These skills require specialized tools such as tourniquets which most students in the class do not have access to. The Measure B grant allowed us to purchase and issue these kits to the public at no cost to them.
This year, we again applied for Measure B funds to support these classes and received an award for $44,950.00 for 2024. The County of Los Angeles will retroactively reimburse the City of Hawthorne for purchases of Stop the Bleed medical kits up to $44,950.
The Hawthorne Police Department requests the approval of a purchase order in the amount of $44,494.14 to TACMED Solutions, LLC. for the purchase of 930 “Stop the Bleed” First Aid kits to distribute to the community at Police First Aid hosted classes.
