SUBJECT:
First Amendment to the Consultant Agreement for Traffic Engineering Services (“First Amendment”) between the City of Hawthorne (“City”) and Kimley-Horn and Associates (“Consultant”)
RECOMMENDED MOTION:
Staff recommends that the City Council approve this first amendment and authorize the Director of Public Works to execute the first amendment to the consultant agreement.
DISCUSSION:
At the meeting of July 26, 2022, City Council authorized Public Works, Engineering staff to execute the agreement between the City and Kimley-Horn and Associates for Traffic Engienering Services on an as-needed basis. These services include conducting traffic studies, traffic signal timing, and design and plan check review services.
On December 2023, the City of Hawthorne was awarded the Safe Streets and Roads for All (SS4A) Grant for $250,000 to develop a comprehensive safety action plan for the entire City. The plan will include traffic safety improvements to eliminate roadway fatalities, such as planning a complete streets approach through vehicle speed reduction, adding ADA-acccesible infrastructure and increasing bicycle and pedestrian safety.
This amendment will allow the Consultant to provide transportation planning services for the development of the City’s Comprehensive Safety Action Plan. The scope of work includes project administration, analysis of crash data, targeted safety investigations, public outreach and a final safety action plan for City Council adoption. This is a major step that the City is taking towards enhanced roadway safety and will help the City identify the factors that contribute most to local
traffic collisions and better position the City for safety funding from state and federal grant programs.
ECONOMIC DEVELOPMENT STRATEGIC PLAN:
This project is a result of the City working closely with funding and regulatory agencies to support and improve the City’s infrastructure. Creating this Comprehensive Safety Action Plan not only will enhance the quality of life in the City, which is an important marketing asset for business attraction, but it will also allow the City to obtain funding from state and federal grant programs, further allowing the City to contribute to its economic development strategic plan.
The project also includes plans to further develop outreach and project a positive image of the community by focusing on roadway safety.
FISCAL IMPACT:
None. Funds for the cost of $213,900 are available in the adopted fiscal year’s budget and will be funded through the Safe Streets for All grant.
