RE: Letter Proposal for the Development of a Comprehensive Safety Action Plan for the City of Hawthorne, CA
Dear Mr. Torado:

Kimley-Horn and Associates, Inc. ("Kimley-Horn” or “Consultant") is pleased to submit this letter agreement (“Agreement") to the City of Hawthorne ("City") to provide transportation planning services for the development of the City’s Comprehensive Safety Action Plan (“Project”). The City of Hawthorne was awarded a Safe Streets and Roads for All (SS4A) FY23 Planning Grant to develop an Action Plan. This letter agreement is based upon the background information and grant requirements provided by the City. Our understanding of the project, scope of services, fee, and schedule are provided in the sections following.

Statement of Understanding
The City is taking a major step towards enhanced roadway safety through the development of a Comprehensive Traffic Safety Action Plan. This plan will help the City identify the factors that contribute most to local traffic collisions and will better position the City for safety funding from state and federal grant programs. Kimley-Horn will develop the City’s Action Plan in accordance with the requirements listed in the SS4A Self-Certification Eligibility Worksheet allowing the City to apply for future Implementation or Planning and Demonstration grants.

Kimley-Horn will summarize required Federal and USDOT guidance, including the following: the National Roadway Safety Strategy (NRSS), the Safe System Approach, Executive Order 14008, Tackling the Climate Crisis at Home and Abroad (86 FR 7619), Executive Order 13985, Advancing Racial Equity and Support for Underserved Communities Through the Federal Government (86 FR 7009), the President’s greenhouse gas reduction, climate resilience, the federal workforce investment programs, Rural Opportunities to Use Transportation for Economic Success (ROUTES) initiative, the Justice40 Initiative, the Highway Safety Improvement Program (HSIP), and related Federal programs.

Kimley-Horn will incorporate the understanding of this guidance into the development of the Comprehensive Traffic Safety Action Plan. During the project initiation process, Kimley-Horn and the project team will discuss the review of guidance. During the development of the draft Comprehensive Traffic Safety Action Plan, Kimley-Horn will review the Plan for adherence to the applicable guidance and incorporate the understanding of the guidance into the development of the Plan.
kimley-horn.com 660 South Figueroa Street, Suite 2050, Los Angeles, CA 90017 213 261 4040 The goal of the Comprehensive Traffic Safety Action Plan is to develop countermeasures that can be systemically implemented to reduce the risk of collisions on City streets. Kimley-Horn’s approach builds that toolbox using three separate processes:
1) Identify citywide emphasis areas (such as impaired driving or active transportation) that represent a large proportion of traffic injuries
2) Identify site-specific case studies that are representative of other locations in the City for a more detailed audit and focused countermeasures
3) Review citywide policies, programs, resources, and practices that may impact traffic safety, and then identify opportunities to align with safety best practices The Office of Traffic Safety (OTS) most recently ranked Hawthorne 61 of 105 peer cities in 2021 for traffic injuries after normalizing for population and VMT, which suggests that the City is in the less-impacted half of its group for traffic injuries. The OTS ranking for several categories is listed in Table 1.

kimley-horn.com 660 South Figueroa Street, Suite 2050, Los Angeles, CA 90017 213 261 4040 We understand the City uses the Statewide Integrated Traffic Records System (SWITRS) and UC Berkley’s Transportation Injury Mapping System (TIMS) along with police reports from the Hawthorne Police Department for crash records. Using these sources, we will analyze the crash records and provide a ranked order of intersections and roadway segments by crash activity consistent with the Local Roadway Safety Manual. In addition, our software can provide a statistical evaluation of crash rates for each location relative to citywide norms and highlight locations with unusually high crash severities or crash patterns that can help diagnose safety challenges.

Kimley-Horn’s approach to Comprehensive Traffic Safety
Action Plan development centers on the creation of a
countermeasure toolbox that includes items that address both infrastructure and driver behavior. A combination of crash history, roadway characteristics, and stakeholder feedback is used to determine which countermeasures will be most likely to have the most safety benefit relative to cost for the City.

The toolbox is then used to produce three products as part of the Comprehensive Traffic Safety Action Plan:

Citywide Systemic Infrastructure Projects, Local Infrastructure Projects, and Non-Infrastructure Projects.

Scope of Work

1. PROJECT ADMINISTATION AND MEETINGS
Kimley-Horn will establish a monthly check-in call with the City and project staff to update on project progress for a duration of 12 months. The monthly check-in call will discuss current tasks, decisions that are needed and to get feedback on recent deliverables. The standing meeting would be scheduled for a one-hour time block but may be shorter if there is less to discuss on a given month. The proposed budget includes attendance at one City Council meeting. Kimley-Horn will maintain a project deliverable tracking list and will prepare agendas and meeting notes as needed.

Deliverables:
 Deliverable Tracking List (spreadsheet)
 Meeting Agendas
 Meeting Notes
 City Council Presentation Slide Deck
kimley-horn.com 660 South Figueroa Street, Suite 2050, Los Angeles, CA 90017 213 261 4040

2. PROJECT INITIATION
Kimley-Horn will prepare a technical memorandum containing a literature review and proposed study outline that considers relevant regional and local plans that contain existing safety initiatives and plans that could impact findings and support development of a safety toolbox including but not limited to the following:
 City of Hawthorne General Plan
 City of Hawthorne Municipal Code
 City of Hawthorne Downtown Hawthorne
Specific Plan
 City of Hawthorne Green Line Mixed-Use
Specific Plan
 South Bay Cities Council of
Governments Local Travel Network
 Los Angeles County Bicycle Master
Plan
 Los Angeles County Metropolitan
Transportation (LA Metro) Street
Safety, Data Sharing and
Collaboration Policy
 Southern California Association of
Governments (SCAG) 2040 Regional
Transportation Plan
The team will structure the plan based on the Safe System Approach and will incorporate an analysis of equity based on the Justice40 Initiative, but also considering Senate Bill 535 and other disadvantaged characteristics. The project team will include the required elements to satisfy the need for a Safety Action Plan as pertains to state and federal funding programs, such as HSIP and SS4A programs.

Deliverables:
 Technical Memorandum #1: Literature Review
 Comprehensive Safety Action Plan Outline

3. ANALYSIS OF CRASH DATA
Kimley-Horn will perform a comprehensive data analysis review. Our approach to safety analysis includes statistical network screening using Highway Safety Manual Methods. These methods are selected to identify locations with higher than expected collision activity that can be reviewed to identify roadway and intersection characteristics associated with higher risk. These methods also review a variety of collision characteristics to identify locations where specific types of collisions are over-represented. This helps to diagnose safety factors that are leading to elevated numbers of collisions.

The first screening step is to develop critical crash rates for segments and intersections in the City. Average crash rates are developed for intersections based on control type, and roadway segments based on functional classification. A statistical threshold is then established based on daily traffic volumes for each segment and intersection. Daily traffic volumes will be based on readily available data such as using the City’s latest Engineering and Traffic survey and supplementing unknown street segment volumes with volumes from a Big Data source such as Replica. It is assumed no data collection is required. It is assumed that the City does not have a GIS file of the City’s roadway network and Kimley-Horn will create a GIS map as part of this effort.

The difference between the actual crash rate and the critical crash rate for each location can then be used to estimate the relative risk faced by users of the given intersection or segment. This method builds on the High Collision or High Injury Networks that essentially mirror High Traffic networks to provide deeper insight into kimley-horn.com 660 South Figueroa Street, Suite 2050, Los Angeles, CA 90017 213 261 4040 potential low-cost safety measures. Roadways and intersections with lower classifications will also be identified, allowing the LRSP to broach risk factors associated with those roadways.

The second screening step focuses on crash type over-representation. City-wide data is used to determine the typical collision type mix for each of the functional classifications and intersection control types. Then the mixture is reviewed for each segment and intersection to highlight those with high concentrations of a specific collision factor. Factors analyzed would include:
 Fatal Collisions
 Fatal + Serious Injury Collisions
 Broadside Collisions
 Rear-End Collisions
 Sideswipe Collisions
 Head-On Collisions
 Single Vehicle Collisions (run off road,
fixed object, parked vehicle, other)
 Bicycle Collisions
 Pedestrian Collisions
 Wet/Slippery Road Collisions
 Nighttime Collisions
 Collisions Involving Alcohol/Drugs
 Collisions Involving Driver Inattention
 Collisions Involving
Speeding/Aggressive Driving
The resulting list would include both the number of collisions for each factor, and the probability that any excess is not random.

Kimley-Horn will provide an inventory of sites including roadway segments and intersections with three or more collisions (needed for statistical evaluation) ranked by overall number of collisions per Local Roadway Safety Manual Guidance. Kimley-Horn will then recommend up to ten locations for further evaluation and potential project development based on amount of collision activity, collision severity, unusual collision patterns, and site variability to maximize the potential number of systemic factors, and mitigations identified. We will identify potential conflicts between vehicles, pedestrians, and bicycles.

This task addresses the third Action Plan Component, Safety Analysis, of the SS4A Self-Certification Worksheet.

Deliverables:
 Technical Memorandum #2: Historic Safety Conditions
 Map of High Crash Locations

4. TARGETED SAFETY INVESTIGATION
The findings from Task 3 will be used to identify higher crash locations, and locations where crash patterns could help identify a systemic issue, and locations with a variety of characteristics that can be used to develop a representative safety countermeasure toolbox for the City of Hawthorne. Kimley-Horn, with City staff if available, will conduct a field tour of the higher crash locations to collect additional information to better match roadway characteristics with collision activity, allowing the team to diagnose issues and develop systemic recommendations.
kimley-horn.com 660 South Figueroa Street, Suite 2050, Los Angeles, CA 90017 213 261 4040 A profile sheet will be developed for each location with a description of the observed challenges, crash patterns, and proposed countermeasures. The countermeasures will include a planning level cost estimate and benefit analysis that can be used for future HSIP and SS4A implementation grant applications.

Deliverables:
 Field Notes
 Up to 10 Location Profiles

5. WORKING GROUP
Kimley-Horn will host two focus group meetings with the Working Group comprising of staff from the following departments: Public Works, Planning, Hawthorne Police Department, City Manager, and Community Services.

The first meeting will focus on the planning process and will help refine project goals and objectives. Typically, the first meeting occurs after the initial safety review (Task 3). The second meeting will discuss the strategies and emphasis areas identified in the plan to get focused feedback on how well they address stakeholder concerns.

Focus group feedback on equity and access needs will be incorporated into Task 8.

This task addresses the second Action Plan Component, Planning Structure, of the SS4A Self-Certification Worksheet.

Deliverables:
 Focus Group Presentation
 Meeting Notes

6. VISION AND GOAL DEVELOPMENT
Kimley-Horn will outline a set of goals and objectives early in the project that align with the U.S. DOT National Road Safety Strategy, Safe Systems Approach, Vision Zero, Complete Streets, and other relevant documents, to guide proposed safety actions. The goals will include a commitment to zero traffic deaths by a target deadline, likely 2050 to align with Caltrans other local agency targets. The goals will be set such that adoption of this plan by City Council will satisfy funding requirements included in the Safe Streets for All and other Bi-Partisan Infrastructure Bill programs. Kimley-Horn staff will collect kimley-horn.com 660 South Figueroa Street, Suite 2050, Los Angeles, CA 90017 213 261 4040 the needed information by providing the City with a list of questions in advance and will conduct an interview with City staff to finalize the responses.

The findings in Tasks 3 and 4 combined with the stakeholder and public feedback will be used to identify emphasis areas for the City that represent dominant factors involved in crash trends, particularly those that seem to be increasing. As much as possible, these emphasis areas will align with those of the Strategic Highway Safety Plan and state funding priorities, elevating the City’s competitiveness for safety funding. Kimley-Horn will work with City staff and the working group to discuss potential emphasis areas that will be focus of strategy development in Task

9. Selected emphasis areas should be measurable and associated with a variety of safety improvement strategies from the 4 E’s of safety. Once selected, the emphasis areas can be monitored over time to evaluate the effectiveness of strategies as they are implemented.
