HAYWARD CITY COUNCIL RESOLUTION NO. 22-

RESOLUTION REJECTING ALL BIDS FOR THE KEYWAYS GRADING PROJECT, PROJECT NO. 06914 FOR THE LA VISTA PARK WHEREAS, by Resolution No. 22-101 on April 26, 2022, the City Council approved the plans and specifications for the Keyways Grading Project, Project No. 06914 for La Vista Park, , and called for bids to be received on May 24, 2022; and WHEREAS, on May 24, 2022, three (3) bids were received ranging from $8,392,544 to $11,124,254 for base bid items. The low bid, submitted by Miller Equipment Group, Inc., is approximately 52.6% above the engineer’s estimate of $5,500,003; and WHEREAS, the bids all came in significantly above the engineer’s estimate; and WHEREAS, the urgency related to the construction of the Parcel Group 3 and school development is no longer present; and WHEREAS, it is anticipated that by combining this phase with the larger park construction, the larger project would benefit from economies of scale; and WHEREAS, bidding the project during off-peak construction season could result in more bids and likely lower bids.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Hayward that the above listed bids, and all other bids for the Keyways Grading Project, Project No. 06914, for La Vista Park, are hereby rejected.
BE IT FURTHER RESOLVED, that the City Clerk is hereby authorized and directed to return the bids and bid bonds submitted by all bidders.
