AGENDA QUESTIONS & ANSWERS
MEETING DATE: September 20, 2022

Item #8 CONS 22‐508

Adopt Resolutions Authorizing the City Manager to 1) Execute a Professional Services Agreement with Raftelis to Prepare the FY24 and FY25 Water, Wastewater, Recycled Water Rate Studies and Connection Fee Study in an Amount Not‐to‐Exceed $200,000 and Transfer $10,000 from the Water Fund to Recycled Water Fund, and 2) Appropriate $200,000 from the Utilities Enterprise Funds

What was the cost of the Water/Wastewater Rate Studies and Connection Fee Study the last time it was conducted?

Last time was two years ago. Raftelis, which was new to the City, prepared a water rate study for $60K. This time the same firm is tasked to update the water rate study, and prepare new sewer rate study (Sewer Revenue Program) and recycled water rate study, as well as water facility fees and sewer connection fees. So the scope is much wider.

Hello,

I would like to submit information and photo's to clerk to share with council for the upcoming city council meeting on 9/20/2022.

My name is Donna Thomas I have been a home owner in Hayward twenty plus years. My neighbor is Bart which has been a good neighbor addressing issues promptly over the years. However there has been one issue Bart has refused to address and has told me this is something they have a twenty year plus written agreement with the city of Hayward that the city would be responsible for maintaining.

The Bart grounds keeper mention Bart objected to the planting of trees by the city underneath the Bart tracks between A St and Sunset at the time of the planting and had the agreement signed in turn no other trees from Sunset to Blossom were planted under the tracks.

i am asking that these trees scrubs be removed by the city of Hayward due to the lack of maintenance they now have become a fire hazard, dumping ground and at time homeless encampment. The city did remove two tree behind 636 A St and was thinking they would continue down to Sunset but they did not.

I have some additional photos i would also like to share at the meeting during public comments.

Thank you
Donna

SUBJECT July 5 City Council Meeting Minutes

______________________________________________________________________________________________________________

This serves to amend the July 5 City Council meeting minutes to clarify a statement made by Ms. Aguilar.

Page twelve, fourth paragraph, currently reads:

Ms. Ro Aguilar, Hayward resident, supported the Hotel Annex program which provided independence, stability, privacy, and safety; and suggested the City study the cost of leasing a hotel long-term.

Proposed to read:

Ms. Ro Aguilar, Hayward resident, supported the Hotel Annex program which provided independence, stability, privacy, and safety; and suggested the City study the cost- effectiveness of leasing or buying a hotel long-term versus little homes.

With the change noted above, I respectfully request approval of the amended minutes.
