DATE: October 25, 2022
TO: Mayor and Council
FROM: Assistant City Manager/Interim Director of Human Resources SUBJECT: Adopt a Resolution Approving an Amendment to the City of Hayward Salary Plan for Fiscal Year 2023

RECOMMENDATION
That Council adopts a Resolution (Attachment II) approving an amendment to the City of Hayward Salary Plan for Fiscal Year 2023 (FY 2023), which designates all classifications and corresponding salary ranges for employment in the City of Hayward as of September 26, 2022, superseding Resolution No. 22-237 and all amendments thereto.

SUMMARY
As required by the Municipal Code, the FY 2023 Salary Plan has been updated to reflect salary adjustments for various classifications. The Salary Plan has also been updated to reflect the addition of the Equity and Inclusion Officer. On October 13, 2022, the Personnel Commission held a public hearing in which it reviewed and recommended to Council the Salary Plan for each position in the City’s classified service for FY 2023, effective October 24, 2022.

BACKGROUND AND DISCUSSION
New Classification:

EQUITY & INCLUSION OFFICER (U340): In May 2022, the City Manager’s Office (CMO) requested the creation of the Equity & Inclusion Officer to serve as the key strategist for the City’s overall diversity, equity, and inclusion initiatives. The salary for the Equity and Inclusion Officer will be set internally to be equivalent to Assistant to the City Manager (U320). The salary range for the Equity and Inclusion Officer is $56.17 per hour at Step A and $68.26 per hour at Step E.

Salary Adjustments:

LOCAL 1909 & HAYWARD FIRE OFFICERS: In July 2022, classifications in the International Association of Firefighters, Local 1909 and the Hayward Fire Officers Association (Local 1909) received a 9.68% salary adjustment based on the established survey formula as outlined in Section 7.12 of the Local 1909 MOU (Salaries). Pursuant to Section 7.12, “If on September 1 of the year of the adjustment, any of the [survey] agencies reaches a settlement retroactive to July 1, thereby changing the average of the top four (4) agencies, a one-time adjustment will be made to salaries to reflect that change.” As a result of a negotiated 3.5% salary increase for the City of Berkeley’s Firefighter classification, the average of the top four (4) agencies was adjusted, resulting in a 0.59% salary adjustment for classifications representing by Local 1909 retroactive to July 1, 2022.

DEPUTY FIRE CHIEF (F600): Pursuant to Section 6.13 of the Memorandum of Understanding (MOU) between the City of Hayward and the Hayward Fire Chiefs’ Association (HFCA), the base rate for the classification of Deputy Fire Chief shall be fifteen percent (15%) greater than the base rate for Fire Marshal (F400). To maintain a minimum pay differential of fifteen percent (15%) between this classification and Fire Marshal, Deputy Fire Chief shall receive a salary adjustment of 0.59% retroactive to July 1, 2022. The salary range for Deputy Fire Chief is $105.21 per hour at Step A and $127.88 per hour at Step E.

FIRE CHIEF (F800): To maintain a minimum pay differential of ten percent (10%) between this classification and Deputy Fire Chief (F600), the Fire Chief classification shall receive a 0.65% salary adjustment retroactive to July 1, 2022. The salary range for Fire Chief shall be $115.80 at Step A and $140.75 at Step E.

HUMAN RESOURCES MANAGER (U135): Vacant since 2012 and without ongoing salary adjustments, the salary for Human Resources Manager has fallen 30% below the labor market average. As the City works to strategically and adequately staff its Human Resources Department with quality managers, it is critical to ensure the position remains attractive and competitive within the labor market. As a result, the Human Resources Manager shall receive a 30% salary increase effective October 24, 2022. The salary range for Human Resources Manager is $72.55 per hour at Step A and $88.19 per hour at Step E.

DEPUTY DIRECTOR OF HUMAN RESOURCES (U520): To maintain a minimum pay differential of ten percent (10%) between this classification and Human Resources Manager (U135), Deputy Director of Human Resources shall receive a 9.91% salary adjustment effective the pay period that includes October 24, 2022. The salary range for Deputy Director of Human Resources shall be $79.83 at Step A and $97.02 at Step E.
