SUBJECT: Adopt a Resolution Approving Addendum No. 01, and Awarding a Construction Contract to W. Bradley Electric, Inc., for the Traffic Signal Upgrade at Huntwood Avenue, Project No. 05737 in a Not-to-Exceed Amount of $861,000
RECOMMENDATION
That the Council adopts the attached resolution (Attachment II) approving Addendum No. 01 providing clarification to bidder questions, awarding the construction contract to W. Bradley Electric, Inc., in a not-to-exceed amount of $861,000 , and authorizing the Director of Public Works to spend up to $965,000 for the total project cost for the Traffic Signal Upgrade at Huntwood Avenue Project, Project No. 05737.
SUMMARY
The City was awarded a Highway Safety Improvement Program (HSIP) grant in the amount of $774,900 toward the construction portion of the total project cost of $965,000, for the traffic signal modification for Huntwood/Industrial and Huntwood/Sandoval Intersection Project (Project).
On September 27, 2022, five (5) bids were received for the Project ranging from $860,919 to $1,096,372. W. Bradley Electric, Inc., of Novato, CA submitted the low bid in the amount of $860,919, which is 23.5% higher than the Engineer’s Estimate of $696,625.
The project is categorically exempt from environmental review under Section 15301(c) of the California Environmental Quality Act (CEQA) Guidelines for the operation, repair, maintenance or minor alteration of existing facilities.
On November 15, 2016, Council passed a resolution authorizing a Community Workforce Agreement (CWA) with the Alameda County Building Trades Council (BTC), which applies to City projects with construction costs of $1,000,000 or more. Because the construction cost estimate for this Project is less than $1,000,000, the CWA agreement does not apply.
BACKGROUND
The City received several complaints from concerned residents and motorists in the past five years regarding traffic queuing, delays and safety of pedestrians and bicycles at the intersection of Huntwood Avenue/Industrial Parkway West and Huntwood Avenue/Sandoval Way. To alleviate the worsening conditions of traffic, traffic signal improvements were undertaken with the installation of signal interconnect, which added the ability to activate simultaneous serving of the northbound phases at the two intersections. The improvement undertaken helped in traffic queue reduction, but did not fully address the problem. Thus, a more comprehensive signal modification is needed to resolve the traffic issues. Staff applied for and was awarded the HSIP grant to fund additional traffic signal modifications.
DISCUSSION
Further traffic operational analysis was conducted to determine resolution to traffic concerns, with the following recommendations for the two intersections:
Install protected left-turn phase at Huntwood Avenue/Industrial Parkway West; Install protected-permissive left-turn phase at Huntwood Avenue/Sandoval Way; Install Hybrid Video Detection for bikes and queue cutters; and Upgrade Peer-to-Peer Communications, which allows the traffic system to communicate effectively on collision warning and collision avoidance.
Modifying the existing signal operations with protected left-turn phasing will reduce traffic delays and queuing at the intersections, thereby reducing driver frustration and non-adherence to traffic controls, which helps in reducing collisions and improve pedestrian and bicycle safety. The installation of video bicycle detection will ensure detection, service of bicyclist and sufficient green intervals improving bicycle safety. Upgrading existing communication between the two intersections and queue clearance detention before the railroad tracks will also help reduce traffic queue and spillover onto the railroad tracks preventing potential hazardous situations.
Bear Electric Solutions, Inc., of Alviso, CA submitted the second lowest bid in the $897,749.50, which is 28.8% higher than the Engineer’s Estimate. Columbia Electric, Inc., of San Leandro, CA submitted the third bid in the corrected amount of $913,184.55, which is 31.0% higher than the Engineer’s Estimate. The 5 bids received are found to be within the same range of values; staff is confident that the Engineer’s Estimate was low.
The agreement requires contractors to use local union hiring halls, encourages contractors to employ Hayward residents or Hayward Unified School District graduates, and requires hired workers to pay union dues and other benefit trust fund contributions, etc. Because the construction cost estimate for this Project is less than $1,000,000, the CWA agreement does not apply.
ECONOMIC IMPACT
The overall transportation system will be more efficient by reducing travel time and creating positive economic and health benefits, and reducing greenhouse gas emissions.
FISCAL IMPACT
This item has total appropriated project budget of $965,000 from the City’s Transportation System Improvement Fund (Fund 460). The grant funding will reimburse 90% of construction cost in the amount of $774,900. The estimated project costs are as follows:
Construction Contract
