Stormwater Management and Urban Runoff Control Ordinance: Adopt a Resolution and Introduce Stormwater Ordinance Amendments Related to Municipal Regional (Stormwater) Permit‐MRP 3.0 and Finding the Action is Exempt from CEQA Review How is trash being collected once it's filtered? Trash collected in the full trash capture dev ices will be removed via a vacuum system or manual removal by opening each device. Each device is designed a little differently, but in general a grate is removed, and the device can be accessed and cleaned once opened. Collecting and disposing of trash in privately owned full trash capture devices will be the responsibility of each property owner. City staff will ensure all devices are maintained through an “Operation and Maintenance” agreement completed between each property owner and the City. The agreement assigns specific obligations to maintain the device and service them or “clean” them at a frequency to ensure they continue to filter trash from stormwater.

Good evening, Mayor Salinas and Councilmembers,
I am writing to express my support for Ray Bonilla’s candidacy for appointment to the Hayward City Council. As a new member of the Planning Commission, I have had the pleasure of getting to know Ray over the past few months and have observed his commitment to our city.
I have also appreciated his warmth, camaraderie, and

Hello All
Hope this email finds you well.
Thank you for your comprehensive process to fill the Council vacancy earlier this year.
I concur with the Staff recommendation to utilize the existing list of potential candidates from the January interview process and appoint one of them to fill the vacant Council Seat.
Specifically, I support Ray Bonilla for the seat as the most qualified candidate. As you know, Ray has served on two City Commissions has productive working relationships with City Staff and community members and is ready to do the work.
I appreciate how dedicated this council is to a thriving Hayward and believe that Ray will be an asset in furthering that work.
Respectfully,
Sara

Mayor Salinas and fellow Council Members,
Over the past four years, I have had the opportunity to work closely with Ray Bonilla as a member of the Hayward Planning Commission. Throughout this time, Mr. Bonilla has consistently demonstrated his exceptional leadership skills, unwavering integrity, and thoughtful approach in guiding the development of our community.
During the January 9, 2023 interview, Mr. Bonilla showcased a deep understanding of Hayward's operations and needs, which further solidified my confidence in his abilities as a leader. As a community, we need strong and effective leaders like Mr. Bonilla, who can work collaboratively with both the government and private sector to drive economic growth and development in our City.
Therefore, I am wholeheartedly endorsing Mr. Bonilla's appointment as Council Member to serve the remaining term of former Council Member Marquez. I have no doubt that he will continue to work tirelessly for the betterment of our community and be a valuable asset to the council.
Thank you,
Robert

Dear Mayor Salinas and Members of City Council,
While I was very happy to see Council Member Elisa Marquez appointed to represent Hayward and District 2 on the Alameda County Board of Supervisors, her departure from Hayward City Council leaves a void to fill. I strongly recommend Planning Commissioner Ray Bonilla for the job. He brings extensive experience as a longtime city commissioner as well as work experience that will be an asset to him as he considers policy decisions that come before you, particularly in the areas of housing and addressing the needs of our unsheltered population. I believe Ray brings the best experience and preparation for the challenging job you all hold, and I urge you to make him our next Council Member. Whatever the decision, I wish all of you all the best as you move forward with this decision and the many other issues before you.

Hello respected Mayor, Council members, and Ms. Lens,
My name is Arzo Mehdavi, and I am a former Community Services Commissioner and Chairperson, as well as an active member of the Hayward community.
I would first like to thank Supervisor Elisa Márquez for her service and congratulate her in her new role. Our Hayward community is lucky to have her and now the greater surrounding community will benefit from of her as well.
I am writing to urge you to consider Ray Bonilla for the now-vacant Council Member position.
On Jan. 9, the Council completed an extensive application and review process, including interviews, to fill the vacancy. I hope the Council will choose to appoint a candidate at this time, and I strongly recommend Ray Bonilla for the role. I had the pleasure of working alongside Ray on the Community Services Commission, and I can attest to his commitment to serving Hayward residents in a meaningful way.
Ray's leadership skills were evident during his time as Chair of our commission, as well as his tenure on the Planning Commission. He consistently demonstrated a deep dedication to our community and a willingness to go above and beyond to serve its members. He is an effective team-builder and mentor, who has helped bridge divides and bring people together. His enthusiasm for making a positive difference is infectious.
As a lifelong resident of Hayward, Ray has devoted countless hours to community work and serving on various boards and commissions. He has shown unwavering dedication to making our city a better place to live and work. In my view, there is no better candidate for the Council Member position.
Thank you for your time and consideration.
Sincerely,
Arzo Mehdavi
