SPECIAL JOINT MEETING OF THE CITY COUNCIL AND

HAYWARD AREA RECREATION AND PARK DISTRICT BOARD OF DIRECTORS

ZOOM CAPTIONING
17:34:08 I like to call this meeng to order today, Monday, April 24, 2023, at 5:34 pm. 17:34:12 And before I pass it over to my colleague from HARD, I'd like to remind everybody that this meeng is recorded, and I will be posted for later review. 17:34:25 And we also have a catching. With that, said is my honor to introduce to you president of the HARD Board, Rick.
17:34:39 Thank you, Mayor. Please all join me for the Pledge of the United States. 17:35:02 Okay. Thank you. Also, I would like to acknowledge. 17:35:07 You know. I know we're at City Hall today, but we are also joined by the HARD Board and Marian Handa.
17:35:19 Oh, she is the City Clerk’s equivalent over at HARD. 17:35:25 So she is probably the hardest working person in the HARD Building. 17:35:30 So with that, Madam City Clerk, can you take the role for the city and then meet? 17:35:46 City Council Members Andrews, Bonilla Jr., Roche, Syrop, Zermeno and Mayor Salinas were present.
17:36:00 HARD Board of Directors Hatcher, Hodges, Rosen, Andrade and Lamnin were present. 17:36:18 Thank you. Next, we have public comments. This is reserved for anybody in the public we would like to make public comment on something that is not on the agenda, and before I go, I see, one hand raised online but before we queue up the person online. 17:36:38 I'd like to turn to Debra Johnson. And when you look at my phone, please speak close to the microphone.
17:36:51 And I think you might want to hit the buton, because that way we can see the bigger. 17:36:57 What do you think I have been awards since 1984. 17:37:03 I sent us the Sync email addressing my issues. But I don't like to elaborate a litle bit on the wise.
17:37:07 The Hayward plunge has been around since the 19 thires. 17:37:11 Most of us think of it as a place for kids to learn to swim, and they have them on the weekends the year round.
17:37:16 Bread and buter of the fungus are local seniors. 17:37:19 They come oen as they can, and some it's almost daily.

Page 2 of 27 ends

17:37:22 Any of these people are not here at this meeng, because they did not know about it. 17:37:26 They are not tech. savvy, and there are no noces. 17:37:30 Places in the facilies that they ulize. Can we please put noces up in the senior centers? 17:37:35 Maybe on the door of the plunge. So the people who are using these facilies can come and voice their I'd like to share a litle of their stories an 82 year old woman who has spent spinal surgery since she comes every day to stay mobile so she can enjoy quality 17:37:53 of what their grandkids another lady used to be close to 375 pounds, and the doctor told her to wait if she wanted her knees replaced. It's near impossible. 17:38:03 If you can't walk to lose weight, she comes every day, and water walks. 17:38:07 She has lost enough weight now that she has for me surgery put on the schedule stroke by survivors, come to regain us of their limbs. It's sad to see a senior with the walker, have to walk across the parking lot in the rain because there aren't
17:38:21 enough handicap parking spaces. We need to have the enre front of the plunge. 17:38:27 Hey? We're plunge is truly the foundaon of youth for our seniors, and it needs to be maintained.
17:38:32 Several years ago the owners approved funding for Park, and I haven't seen anything done yet for the plan.
17:38:38 I see water running down the walls inside when it brings, and it runs around it over electrical outlets that are currently being used.
17:38:46 The paint is drascally peeling the earthquake retrofits that were done decades ago have just about rusted through and are no longer structurally sound. 17:38:54 That we were to have a large earthquake. We've had 4. 17:38:57 Earthquakes on the Calaveras fault, and 3 in San Lee. 17:39:02 Andrew Heyward Fall, recently as reminders. We only need to look out back at the punch, see the offset, Stonewall, to know how close we are to the fault line, keeping the plunge safe. 17:39:11 It's literally a mater of life and death to our seniors. 17:39:13 We need more upstairs bathrooms, these are supposed to be used by the handicap and seniors, but too oen they are overcrowded by the able bodies who don't want to go downstairs. 17:39:23 Another issue as senior center in Hayward it used to have about 12 handicap parking spaces next to it.
17:39:30 When the law changed to make the handicapped spaces level, 2 spaces and change all the others for the senior center.
17:39:38 Only we have 25 to 30 people there on Thursday to play, march on, and there are dozens of people there for the daily lunches.

Page 3 of 27 ends

17:39:45 There are nowhere near enough parking spaces for the handicap. 17:39:49 I'd like I have had to park on the far side of the Mars Theater and walk over, which seems like a short distance to the able body.
17:39:56 But on bad days I have to stop and rest in front of the theater, so I can connue to play March on.
17:40:02 Others are not so lucky as me to have the scooter is Miss Johnson. That's it. Yes, okay. If you have a thought you want to close, I'll let you do that. 17:40:12 Just need to take care of her need to take care of our seniors a litle bit beter, because they are taxing as well.
17:40:20 Thank you. Thank you very much. Our next speaker is Miss Sandy Frost. 17:40:38 First off I wanted to change the HARD Board.
17:40:45 I wanted to thank the mark for extending stay off and crew to us a week's part. 17:40:52 I'm with the header, and we were able to get good size trees on the ground on Saturday, Thursday, and with more coming we really nice agreement with hard to. 17:41:05 Oh! Re force the parts once they have trees and more trees, so ones that have no trees. 17:41:11 So I wanted to see just really what you say about the importance of partnerships. 17:41:17 Both with the city of and with the hard board, because just for the sake of the use and for all the cizens of Hey, we need to conscious about clean air, clean water, our environment. 17:41:31 Just for the future. That's all I want to say. 17:41:36 Thanks for hearing me out. Thank you, Sandy. Thank you for your connued work in the community.
17:41:41 Signing all those trees. Thank you. And we.
17:41:45 Our next speaker is Randy, and I know I've said it before. 17:41:50 I said it correctly before, and I hope I can do it again today. 17:41:53 And said, Woggie, it is lucky actually, thank you. 17:41:55 So I push the buton and start going. Okay? Hello! 17:41:59 I just want to say, hello. Obviously, I live more in San Lorenzo, near the Skyways former Skywest Golf Course.
17:42:10 So I connued to advocate that we look at the Skywest Golf Course, and realize that that would make a great park at a great open space.
17:42:19 So whatever we decide to develop there, we really should keep the open space in our minds. 17:42:23 And since we're all here right now, I know lots of mes, hey?

Page 4 of 27 ends

17:42:28 Regrets like, Oh, we don't have the money to do it, but I think future generaons would like to see that as a part we need expansion of the park, so I just want to say that my other litle thing 1080 park looks great I love it for the longest me we
17:42:44 San Lorenzo used to have food trucks, and I've tried to advocate to get food trucks at Kennedy Park.
17:42:51 Like on a Thursday or Wednesday. We've talked about it quite a few mes, truck will be more than happy to do that.
17:42:59 So please, if we could get that going. Thank you. I'm really looking forward to a good meeng. 17:43:03 Thank you very much. I'm going to move to online to see. 17:43:12 I go to Mister Bruce King, if you can go ahead. 17:43:18 And yeah, that would be great.
17:43:24 Hi! This is Bruce King, with friends in San Lorenzo Creek. 17:43:28 First I I wanted to say I appreciate the city and hard, and your ongoing openness and communicaon when it comes to gathering input on parks, trails and developments. 17:43:41 I also request that Hard and the city do more to protect, enhance, and restore creeks that are included in developments, parks and trails.
17:43:51 We always speak about how much we love our creeks but when it comes to enhancement or restoring the creek bed or the top of bank areas, developers the city and hard oen ignore these areas are don't make the needed.
17:44:07 Creek. Habitat. Enhancements. Everyone tries to steer clear of any work in the creek areas. 17:44:14 For example, in the so hey development, we had a creek running right through the middle of the development.
17:44:20 It's in our earthen channel. We built a development all around the creek. 17:44:24 We put the trail along the creek, the foothill trail. 17:44:28 We built a park around the creek but we didn't do anything to enhance the creek at the Carlos B.
17:44:35 Quarry site, that development. We had major secons of the foothill trail. 17:44:41 There, and it took polling teeth to get the developer to put any proposed enhancements in terms of trees and habitat between the trail and the top of bank in areas that were decimated by the quarry.
17:45:00 Okay, and I didn't see a whole lot of input from the city in terms of of making that happen. 17:45:09 That the Bunker Hill Development we've got major segments of the Foothill trail.

Page 5 of 27 ends

17:45:14 There, I propose that we put the foothill trail through one small secon of the creek area that would have been beauful, and instead we got the trail following roadways and the city and the developer ignored the
17:45:34 creek areas which, some of which were decimated over me by past human acvies and developments.
17:45:45 At the D and Clay Street. Hey? We're hard, is just geng going on that project hard seems to be in tune with the fact that we got Sulfur Creek and one of its the soware for Sulfur Creek running right through the park area there.
17:45:59 We've got fish. We've got California road swimming in the screen. There. 17:46:05 And hopefully, I think hard might be in tune with the fact that we need to do some Creek restoraon and get rid of the invasive.
17:46:12 So developer’s city and hard, tend to avoid work in. 17:46:17 And near our creeks, but the creeks have been degraded by humans and need our help and resources.
17:46:23 When we are developing parks, trails, and projects. 17:46:28 Thanks, everybody.
17:46:30 Thank you, Mr. King. Next. I'll go to the next person online. 17:46:36 I believe it's Rebecca.
17:46:46 Oh, it's no problem. It's accurate.
17:46:44 I apologize. Accurate. Okay.
17:46:48 Nobody can say it. Thank you for the opportunity. 17:46:53 Speak. I just wanted to quickly menon. I am the mother of a child who is not wheelchair bound, but sll has some mobility issues, so I would like to help advocate for our parks to become more and more accessible and inclusive for all children's needs I know that we have Mia’s Park. 17:47:13 and Mia's, and I also know that Mia's was a very big project of its own, but I would like to advocate that as much as possible, and I know there's things like Budget and all other kinds of elements that go into this if there is at least just one area where children who 17:47:28 have different mobility. Capacies can access the parks, as we connue to grow and implement new play areas at any future parks.
17:47:38 If we can keep that in mind as we move forward, I would appreciate it, and I know the children would appreciate it too.
17:47:43 So thank you very much.
17:47:44 Thank you very much. I appreciate that. I know HARD is taking notes, so I know Mr.

Page 6 of 27 ends

17:47:52 Wheeler is certainly listening to next, I'd like to call on Jim. 17:48:01 Is it? Denda? Jim is here. There you go, sir.
17:48:09 Yeah. Yeah, I'm just here a real quick. I've been trying to get some speed bumps over at me as Park and you guys worry about kids and guns or something like that. 17:48:20 The clouds travel so fast and there I volunteer there every day, and I watch the car through Bike.
17:48:26 I've been trying to get 2 speed bones.
17:48:29 And I wish somebody do some of but I've been trying to get a hold of. 17:48:32 It. I've come to the city engineers and stuff like that, and they tell me they can't put it. 17:48:37 I don't know why I mean, you know, we're talking about kids here. 17:48:42 So if you guys do that for me, please, because they drive, they try to take your shortcut. 17:48:49 The traffic is back to what would, and they go real fast. 17:48:52 So I don't want to say no kids yet hurt.
17:48:55 So? So 2 speed books I saw. I asked for 2 of that 5. 17:49:04 Well, and I just wanted to clarify before you give our public works. 17:49:09 Director, a heart atack. They're called Speedbox dot books, whatever they are. 17:49:18 We'll put 2. Yeah, 5 years to put the part in. 17:49:24 And okay't get nothing done and keep telling me they're gonna help me. 17:49:27 But nothing. So I've seen this deal. So I'm gonna be here. So I appreciate it. 17:49:31 Thank you. Thank you. Appreciate it. And Jim is not a part. 17:49:35 He's there every day I help out for that. Thanks, Jim for work, and of course no public comment between Hard and the city would be complete if we did not have a public comment from Lita. 17:49:48 Really?
17:49:57 It's very important that we maintain cards for people, young people, older people, boys and girls, men and ladies, people of all ages, all races, all naonalies all religions can join each other apart. 17:50:11 The important thing is parks are free, and that way people, all economic levels. 17:50:14 My parents took me as a litle child, and we took our children and now I'm involved with the Hayward van, and, thank goodness, memorial Park is staying open. 17:50:23 I hope people connue to stay up and have concerts here. 17:50:25 The people enjoy it, and they don't pay, and then they come in.

Page 7 of 27 ends

17:50:30 The adults get a picnic. They can basically so litle children can run and play if we need to maintain these open areas for people.
17:50:38 Thank you for leng me be here at that's how the Hayward band have concerts this summer, Sony nonprofit.
17:50:45 See, we've already been hired for Memorial Day and Long Tree Cemetery. 17:50:48 I'm very pleased about that. I hope I get to see all of you on father's day in the Park, and David Royal Park.
17:50:53 Thank you. Okay, thank you. Okay, so I'm.
17:51:04 I just have to declare, okay, so our next public commenter is, Angela. 17:51:13 By!
17:51:26 Angela, can you hear me?
17:51:27 Hi! I'm sorry I figured it out finally. Thank you. 17:51:34 So, yeah, my name is Angela Yorga, and I live on Spring, near Spring Grove Park, and I have 4 children and 4 grandchildren, and we go and use the park from me to me. 17:51:49 The park is in bad shape, you know.
17:51:53 I have to say that Parking wreck has done a wonderful job keeping it up as much as they have. 17:52:00 They even have a garbage, can right out outside of the park, which is really good for, like, you know, people throwing garbage and stuff.
17:52:09 So you know that so many good things that they've done they've kept up the trimming of, you know.
17:52:16 Weeds, and you know, just kept it up as much as they possibly can. 17:52:22 But it's me. It's me for that litle park to have an upgrade. 17:52:27 It's used by a lot of kids. The problem is, though, is the basketball court has lots of cracks in it. 17:52:35 It's prety. It's prety dangerous if you're playing, you're probably gonna trip. 17:52:40 I've tripped a couple of mes also, right now there's a prety bad water leak, and it just it's been leaking for weeks.
17:52:47 Every me I go there the waters running, you know. 17:52:52 I'm not sure where it's coming from. Maybe it's coming from another house, but it's difficult, because there's algae growing, and this is the path that the kids would use to use the park and it's kind of in bad shape.
17:53:03 So I'm asking if somebody could take a look at a Spring Grove park and see if we could fit in the budget to give it a litle upgrade.

Page 8 of 27 ends

17:53:13 I know a lot of kids, you know, in the area have gone there. 17:53:17 You know, there's mes where they meet up. They get to know each other, but it's not. 17:53:21 It's not that nice of a partner. So you see them meet, and then, you know, another day comes, and nobody's hanging out there again, and this is a park. 17:53:31 I think if we got the upgrade it would get people in the community to go access it more. 17:53:38 And that's it for me.
17:53:41 Thank you very much, and that's how. And of course, thank you for always. 17:53:44 It's always good to get bad news, but it's always good to get good news, you know. 17:53:52 So, so thank you. So I don't see any more public. 17:53:57 Oh, we have!
17:54:01 No, I think that's it. There are no public comments. 17:54:07 So I like to close public comments and then move on to our work. 17:54:09 Session and the work secon today is tled, shared visioning and program updates. 17:54:17 A joint work session with the Hayward area.
17:54:21 Parker. Recreaon this Board and the Heyward’s

Council, and to kick this item off.
17:54:27 There's only one item on the atendance day, and to kick this off will be what's the hard general manager?
17:54:37 James Wheeler, so you there and good to see everyone here this evening. 17:54:44 I am gonna relavely quickly turn it over to our facilitator team. 17:54:51 We're gonna lead us through the agenda that I just want that call. 17:54:53 Atenon to the working agenda. That's the package, which is what we're forward through over the next hour and a half more.
17:55:03 So there's some extended version stuff. And so you know, I think for Jim and I, renegoang the mass agreement between Hard City for a number of years, and I think, as part of that thought, it would be a good idea for us to get our elected together on a regular basis 17:55:22 I was, how many in my 12 years of the city, and then between the Council and the board somewhere in that so trying to get a sense from all of you? 17:55:33 About? How you all want to work together that's really kind of help. 17:55:41 Facilitate that's some dialogue and some discussion between the 2 agencies. 17:55:46 Who, you know, work in partnership to provide parks, recreaon services to the neighborhood as our rescue. So with that, I'm going to.
17:55:58 There we go. Okay, it's a great opportunity to have everybody together. 17:56:07 And something we've been looking forward to for quite some me to think of, as everyone's probably where I took over it was prety.
17:56:15 It was prety tough to get pushed up and down, and it was just a challenge, so we've been slowly trying to fight back that my personal role being to have these 2 bodies in her eyes on a much more frequent basis to be able to discuss our common issues. 17:56:35 You are. See, a Hayward is our archives for lack of a beter term, 104,000 home is about 144 miles.
17:56:47 About 54% of that actually manage almost 60% of the parts are in. 17:56:52 So we're sll some numbers with you. We look forward to answering quesons. 17:56:57 We appreciate all the public comment like to remind people. We put on one of our slides. 17:57:01 Our board needs the first and third Monday of every month at our district office. 17:57:05 There's always public comment and these in the future don't save your comments for a joint meeng, for free to come by any me, but by any me, and let us know what you're concerned about what you think we could do beter or we're very happy to and then further 17:57:24 ado. I'd like to introduce Judy Brown this this here with us today.

Page 10 of 27 ends

17:57:28 She is Covounder and managing partner, civic makers which are counsel and former customer familiar with.
17:57:41 They've helped us in the past, facilitate and sell our strategic roadmap to see. But they also have a facilitaon team building on their so we're very excited to have her at the firm focus on strategic planning and human center design public sector she'll be 17:57:51 facilitang tonight, and the poly Chrisne back here will be helping and taking notes from today's session and that's preparing our fall of acon. 17:58:00 So with that I will turn it over to Juneie.
17:58:03 Alright. Thank you so much. Thanks so much for having us here. 17:58:06 It's really clear hearing the public comments have integrated. 17:58:11 These issues are I know that there's some new Council members, and I know that like you all said, it's been a while since you've all been in a room together. 17:58:26 So I did want to do some introducons, if I may. 17:58:28 Just around the table. Really, just kind of looking at your name, and affiliaon, which I can see. 17:58:35 Maybe also how many years you've been in your role or stays for weeks, and also like to hear your favorite part for reference.
17:58:55 Your favorite parts, or recreaonal. Can I start with you? Council? Member? Okay. 17:59:11 And aer we do our introducons, I'm gonna pass it over to you. 17:59:13 The staff that's gonna give a litle bit of it's just one announcement. 17:59:21 So here that the ceiling will pick up your talking if you are allowed soccer. 17:59:25 If you know yourself to be a by talker, we ask that you speak into this. 17:59:29 You can. I can hear myself seeing explanaon. Oh, thanks! 17:59:37 Yeah, that's that test. So my name is my favorite park is Spring Road Park. 17:59:53 On a big, special place in my heart, and but the whole city in my mind is a recruiter center, as far as that's why you want right that's what we can.
18:00:10 Everyone, George, Sarah, I've selected in November this morning in December. 18:00:17 I think the topic for me sampled Mark up on a street or college heights upon Parkbo. 18:00:24 That's that's hard to choose.
18:00:29 Alright Peter Rosen Harris! This is my third year, serving on the board. 18:00:38 And it's funny, I think, about that. Which part is my favorite every me we have we roll out a new park.
18:00:45 This new element is my newest favorite. Currently, I think I think probably Kennedy Park.

Page 11 of 27 ends

18:00:52 There's so much to do there with someone that it's being acvated so well, there's so many fun smiles.
18:00:59 I'm Julie Roche. I'm like to.
18:01:06 Same me this comes for sign up in December, so as well, I as well as far as frequency, I think the one I use the most. Most of my kids was the park in the Twin Bridge, the same, are good. I mean if that's what it's called but my kids come up.
18:01:18 With our train work. And then a new favorite. Actually, it's not New York, but it's big. Thank you.
18:01:32 Hi, Sarah Lambton! And was on city council for the last 8 years. 18:01:38 And then when these guys switched also, I switched and now on a hardboard and the yeah, I have a problem.
18:01:48 Thinking, my favorite, but what I think about when I think about the queson is kind of, where are the memories?
18:01:53 In my most recent actually was my nieces vising and doing. 18:01:56 Zipline, and so I'll go with that.
18:02:01 Have to try that or we can push the boundary, bring it to San Diego City Council. 18:02:14 I am no longer like to keep on board in January. 18:02:20 By heart, sll sengs one of the things I love about humor is the parts it's hard to pick a favorite, but I gota say, Kennedy rises to the top.
18:02:35 You know I've got great memories. Bring my kids there, you know. 18:02:37 They just, you know, full of bullet piles on your face. 18:02:41 I love it. Okay. My regular park, the one that I go to the most cause. 18:02:46 I live so close to it is park the hike in there, and dog up there. 18:03:14 You know, actually, when I think of all of the parts. And so I didn't mean to cause any large twin branch sparks.
18:03:20 They lived there for a while. It's love to tray. 18:03:26 We won't go there now, that's true.
18:03:30 The me is strange. You know what I think about the Hayward community. 18:03:34 One of the first thing that comes to mind from me is via stream, playground. 18:03:38 It's really does represent you know, the height of consideraon of diversity and inclusion. 18:03:45 And anyway, it's I could go on.
18:03:49 You guys too fetch up sparks, and I just love havery.

Page 12 of 27 ends

18:03:53 Oh, you don't need that stuff. So my name is Marcellus, and I have the honor and the privilege of serving the city as the mayor, and you know my favorite part of first of all, you know card has a very long history of my family you know many of you
18:04:12 have known my sister. My sister worked for HARD for many years, and when she passed away, she was a heart employee, and she always considered hard or hope. 18:04:23 And so I always appreciate that about hard, and you know my favorite. 18:04:32 My favorite part is the raw, rich part, primarily because of the historical legacy that Raul Ranch has, and a lot of folks don't know.
18:04:45 But the very first rodeo in this area was at Burbank Elementary School. 18:04:52 The rodeo parade would go down B Street and end up at the school, and that's where the people would.
18:05:00 You know the ranchers in the account voice with, you know, walk their cows and horses and around in the circle, and show them to so and put a plug in for the radio, it is next month, you know, on a third of third weekend that's right but
18:05:21 anyways yeah. And plus, they just have a lot of memories growing up. 18:05:24 And always alright. Yes, I'm recapture.
18:05:31 I am the current director president with hard, and you know I'm just kid moving now, or front of this nature. Our district.
18:05:39 And I think that was a great example, because we don't have our constuents don't have lines. 18:05:46 They go from park to park, they don't need to reach out to city like county. I grew up in San Lorenzo, so Kennedy and I taught town, which I call these are just powerful pieces of our community, and one of your city studies.
18:06:01 Shows that the loveness of parks is up there with firefighters never get to knock off the fire planning for a litle bit of any community.
18:06:10 But it's the unique way to get the diversity of our parts. 18:06:13 Really, it's the tool of this community that's just hearing the public comment. 18:06:18 It's like, we demand this we love hard. We get that all the me. 18:06:21 We need to approve. We need to be creave. But the ability, the love of our parts is something that sorry. I just.
18:06:28 I'd love to hear. But you know, personally, I sent so many people to Japanese gardens over the years young people don't hear.
18:06:36 Take your date over here, check technics this out. 18:06:41 I see people ponder, have the appliance looks on their face, to the Japanese gardens.

Page 13 of 27 ends

18:06:48 And so it was a really magical place that our community has so I've been on the board for 9 years, and really appreciate. It's fine.
18:06:55 So hi sweee! Alright, all hatches! I've been on Board for 17 years. 18:07:03 My mom's favorite, apart with Kennedy or not.
18:07:09 Kennedy. Yeah, not she. And Mrs. Boolard would take 12 kids over there. 18:07:17 Dumpl them off, and they would sit there picnic table right? 18:07:26 So anyway, they would. Microso. We drove the hills for about 3 or 4 h and that's what save my mom's other sound.
18:07:37 But my favorite part just one side. Frank and I grew up in frank Google Weeks. 18:07:46 Park with the mountain that we first started playing there. Actually, I was a I wish they'd le them.
18:07:53 Now I'm a journalist, there's a lot of funny, too, but that's my story. 18:08:02 Now. Hello, everyone! My name is Ray Bonilla Jr., and newly pointed to any city council. It will be on Tuesday, so.
18:08:20 But not new to certain. Hey, we're, in fact, I can start making you word since about 2,003. 18:08:27 So it's been serving the city for almost 20 years. 18:08:29 I can't call my enre life my admiraon for the city and its partnership with Hard really began when I was on the Radio Commission.
18:08:39 I haven't had the opportunity of serving on that commission for about 4 years, where we worked at the next school district.
18:08:46 That park district and the city. So that really kind of enabled me to get an insight. 18:08:53 Look at our, and how it worked, but addionally, I have the opportunity to turn for Mark's sister Roxanne.
18:09:03 They had the salmon red, so of summer, and got to work on fundraising for batle advance. 18:09:11 So my commitment to serving the city both through, you know. 18:09:14 Recreaon, part of sanity service is only gonna be stronger is I serve on city council, and I look forward to working with you guys to connue to at least the power of parts and our integraon. 18:09:27 It's wonderful sing. If you were fortunate. So actually my favorite part. So I with you. 18:09:34 So I grew up on Delmars at the Spring Grove Park, but I love the workplace because I swam there a lot, but nowadays I'm spending a lot more me at the store line just because it's beauful running back and it's very useful out there so very
18:09:51 frequency, user apart.

Page 14 of 27 ends

18:09:56 Hello, everyone. I'm usually Andrew's team. So, and my favorite park, I have to. 18:10:02 Week's part, just because I have a lot of them. 18:10:09 Reads created there. I first got my dog up there. There, my baby, and super there, so it's very special.
18:10:16 Any?
18:10:21 And my second part is industry, and it's just it's so amazing to see so many children enjoy it. 18:10:29 And I know that when I talk to some of the operator that a chair that is so helpful for so many children, a lot of students are kids aren't able to afford to go to visual. 18:10:42 So it's just like, you know, this is a regional atracon to that valuable asset for our community and class kids to train.
18:10:48 So thank you for creang that.
18:10:55 Hi! My name's.
18:11:06 Even since 94 and I'm not I don't know the leadership. 18:11:15 So it's good program, anyway. Press the green. 18:11:25 I have to say my favorite. I grew up in Cherry when I oh, okay, my favorite part would be to make a stay, because that's my local handout.
18:11:37 Kid, and it's also obviously so. Another part that's I really enjoy is one that we've done just recently or 5 years ago.
18:11:52 Now it's the Greenwood Park. It's a small neighborhood park. 18:11:55 It's not. My partner haven't used it all the me, but it's tables. 18:11:59 It turned in from. And okay, park. It got expanded into room. 18:12:05 Delighul park, with a lot of features, and it's just use like phrasing. 18:12:12 And I have to say in my years this me I've been on over because we've had a budget bond. 18:12:19 We've been aware of some of these issues for many years. 18:12:26 It's just the best 2 great journalists. So it's a great me to be on. 18:12:37 Are you pressing when the Hill Rotary Club had a Hawaiian, 1965, at mixed part? 18:12:45 If he's 60 queson I would.
18:12:57 So!
18:13:09 Yeah, I've been it's for our 12 years.
18:13:14 It's been a general picture.

Page 15 of 27 ends

18:13:19 It's not whatever. For about 2 and a half years I favorite facility as a funcon that was in the water today.
18:13:27 Yeah, it's from there.
18:13:31 It needs love of plans. I think the biggest messages 250 million dollars by 78%, and also their issue of where the sll be, we're going.
18:13:51 Have you done that we're able to trust some of our favorite? 18:13:55 So we have about a million dollars sort of make it so as we try to sort through the deck and use the front wisely, just have paence.
18:14:04 Very aware, just for the record. The water they could spring, grow. 18:14:09 It's actually a spring before it started. Oh, sorry we went down there, and it wasn't the last summer.
18:14:29 Get slowed all the me I think it's just got worse than but we I like that part too. 18:14:35 It's one of my favorites, because we use.
18:14:39 Thank you.
18:14:45 Hi, Charlie Mathew accounts manager. I've been with Eldridge for 12 years now almost 13, and.
18:15:03 So one of my favorite parks is what I discovered last summer, as I was training to Hike Mountain, and I realized that if I le my front door and bought a client through the litle fence behind Memorial Park and I realized that if I le my front door and walked i'd climb through 18:15:24 the trail and walk all at the very end of each avenue. I took a 7.8 one miles round trip and get 1,252 feet of elevaon data.
18:15:32 So you need a place to pracce for backpacking Great place to go from street, from downtown so you need a place to pracce for backpacking Great Place to go from street from downtown all the way up that house my new favorites fine you know when I walk that trail I start 18:15:49 this is maybe my first me in the city of.
18:16:00 I live in San Francisco, so I have lucky enough to have funny parts nearby, and I'm just delighted to hear and feel really the love and passion in this room, and also my mind kind of works in these diagrams.
18:16:14 So I’m seeing the intersecons between both the people. 18:16:18 But and the projects, and really the priories that we're hearing from the public here. 18:16:23 So it's like a really great me to be doing this. 18:16:26 I'm gonna go ahead and pass it over. Is that good facilitator that's it to that's right. I just start with. That's right. Yeah.

Page 16 of 27 ends

18:16:44 We're going into context seng a step with disabilies. 18:16:55 Should have visited a party right?
18:17:04 Okay. It is hard. Start next number from it's there we go. 18:17:15 It's there's a litle they're like, okay.
18:17:32 Good evening, everyone. My name is Thomas. Sololo. I'm advancement analysts and general manager's office of the heroin Air Recreaonal Park district. 18:17:40 I'll be presenng a few slides on to set contexts with no account, any reports, some informaon about what we've been doing the last year.
18:17:48 Just get some people, some contacts over the work we do, and add up everything that we got going on next slide.
18:17:55 Please. Okay. This is the small side of the Hillary district. 18:18:02 Is an independent district of the State of California established in 1940. 18:18:05 -four, and manages and operates parks and recreaon facilies, both in Hayward and our unincorporated communies.
18:18:13 San Lorenzo, absolutely Castro Valley. The district provides recreaon services to about over 300 300 residents. The 1,000 residents.
18:18:26 That's a lot more than 300 and about a hundred, about 50% will more. 18:18:34 4% reside within Richard City limits.
18:18:45 Starng straight out.
18:18:59 The board directors meets on the first and third Monday for the district offices. 18:19:07 So we want to hear.
18:19:15 I want to go a litle bit in terms of our assets and investments. 18:19:19 Of measure, F one. So currently the district matches over 1,700 acres of parts within our district, which, as I said, it comes with mulple unincorporated communies. 18:19:33 They are about 63 parts within, and 1,669 of those acres are within the city limits of Hayward over 50%.
18:19:46 On that 1,069, roughly 871 acres are owned by the city or by the district 198 are owned by this at the city, and then all of those their 9 parts are kind of got a joint agreement where we share space for one
18:20:06 larger, part. In 2016 the district pass special F. One for district, wide parks and facility improvements, and they set aside 127 million of those for park improvements renovaons, and acquisions of new park space within the city viewer accounng for 51 18:20:28 percent of the total measure average the Max here illustrates no worries.

Page 17 of 27 ends

18:20:36 The map illustrates that these measure f. One. 18:20:39 Improvements have been spread out throughout the city, and next slide, just a litle informaon on our Rangers.
18:20:50 Our rangers have conducted over 6,400 interacons with the public. 18:20:57 About 3,742 of those have occurred within the and then Parks and Heywood, and 10% of those.
18:21:09 So they're about 300, over 300.
18:21:14 Interacons regarding unhouse or trespassing about 10% of those you know occur about 10% of all interacon.
18:21:26 Messaging. Heyward, we're recording on house regulaon or trespassing on properes. 18:21:32 And then let's go on. And 73% of all venture interacon contacts are makes mainly because of the call queues.
18:21:43 Once the park is closed that's coming by saying No to parcipate facility, and then locking up the space.
18:21:54 Recreaonal program parcipaon. So these numbers are specifically for paying customers of our right programs from Fall 2021, through summer, 2022, the district provided classes to over 48,000 residents.
18:22:10 They offered over 45,000 h of programming with Vancouver, and then our 45,000 h of programming and 28,000 of programming were offered in Hawaii within the city limits I just say there were 20,000 h.
18:22:29 Of community use, hours of fields for games, offering, and parcipants on average have both point 2 miles for the classes.
18:22:39 So that's not 35 according to their local passes. 18:22:41 Awesome and scholarships the district provided 2,000 scholarships for fee reducon. 18:22:48 In addion to free Agn. Perming that we have done over this period. This map here illustrates where folks are coming from to atend our classes.
18:23:05 Excellent. I'm not gonna read this first slide it's a Tuesday with a lot, but we do a lot of a lot of work, and we're moving forward and thinking really futures so there's a bedroom past is at being in nature educaon.
18:23:20 Our Department has established park, maintenance standards through all parts, and they looked into water.
18:23:28 And you know we're going through. Was it sll cut back? 18:23:33 But making sure that we really think about how we irrigate our parks and make sure that they say green and excellent. Thank you all.

Page 18 of 27 ends

18:23:44 I'm sll trying to for those who aren't familiar with the Council's strategic priories. 18:23:55 Yeah, you know, I think in our partnership the focus is falls really under enhanced Kdc on this one is the Council's priority.
18:24:09 See if a number of, I think actually, parks and okay and Thomas presented sort of which parks paper don't.
18:24:22 And I say, this is interesng, or I mean, which parts part of this is an interesng litle map that just shows that there are a number of other enes that also have parks within the city other than our. 18:24:36 So have, you know green is the hardest parts. Purple ones are the ones that the city owns. 18:24:43 But then those are faster. At least 2 hard for operaon. Excuse me. 18:24:50 And then he would unified school district owns a couple of small parts, you see in red, and then Pgd.
18:24:57 Of large screen way that runs through the middle of town, and then we have slender park properes and that'll be the county properes in there as well. 18:25:03 So that we have actually experiments focus on there, which is interesng. 18:25:08 So that's the one that we best so we're gonna do a few acres up in the hills. 18:25:22 But okay. Next I know. There was some queson or the context of this work session of how new development interacts with hard, how do we get parts of this work session of how new development interacts with hard, how do we get parts developed when new felt and so we wanted to just share 18:25:37 that there is a place on the city's website.
18:25:41 Development, Explorer, Webpage. If you put that in the search bar on the front page, you can see this includes most of our major television projects that are over 50 units, and that in the city I believe we didn't change this in our last part, I see update our residenal properes 18:26:01 pay partner with these to support the acquision of New Parkland in the city, and so there's a lot of and our plans are rounded to step.
18:26:19 Numbers, add bar for review, with comments. When this projects come in, we try to. 18:26:26 We try to be working collaboraon in terms of what just hard you want? Do we just want fees? 18:26:28 Do we need land? What are we trying to publish? Each of these development projects? 18:26:33 So next slide that this is another different view of the development dashboard. 18:26:38 So you can click on there and figure out what's going on it's also very helpful if you're driving around town.
18:26:44 And you're like, Hey, I wonder what's going on in that course on site and figure it.

Page 19 of 27 ends

18:26:48 Look at the math also, just one of the other challenges that I think we all face is the city is tasked with creang a plan that shows how we can build enough housing to accommodate the need for it called our regional housing needs.
18:27:07 Allocaon. It's created every 5 to 8 years, and then there's an allocaon for the enre 9 Bay Area counes that's created each city is given a certain number of housing. 18:27:21 Give it, to develop as part of that. And so here, from 2015 to 2013, we have allocaon, of 3,900 new housing units to build all of those substanal number of those housing units during that meframe and then from 2024 to 2031
18:27:39 we're supposed to build an addional 4,600 on top of that 3,900. 18:27:44 That's not. You know that added, if it's you know, cumulave. 18:27:49 And so I just it, that creates a lot of impact because that's built those houses that are more desk. People are paid for park benefits, opportunies.
18:27:57 So just wanted to share that and that's one of the pressures that comes as we try to meet the regions housing priceless.
18:28:07 And that's it. So very brief context seng for hopefully some other discussion that'll happen today.
18:28:14 Thank you. Thank you. And Mary. Would you mind refreshing the slides? 18:28:19 Actually, I'm sure that changes the video of you know, share the document that we do update because we're here to talk about.
18:28:25 Okay? Bye, no worries. Take your me, sir, so as part first, I just want to say Thank you so much for the staff.
18:28:37 I'm calling the mic of creators because they came to us about a month ago. 18:28:44 With a request to, as part of that we like to collect some data how we're going to design the session, and that came by way of a survey.
18:29:01 So people may not be in our room, but really excing to me was to see how collaborave and the staff were with each other already.
18:29:15 And seng this up so I just wanna say a big thanks to you all, including helping to design what's wait. Survey.
18:29:27 I listened to, to, any like scale in the Survey. 18:29:29 This is qualitave data, that quantave data. So, my dear friend and colleague, Chrisne Kare, went through and pulled out some teams that I'll quickly run through unless you feel like you really want to share the thing.
18:29:44 Sorry. I figured. Okay. Excellent. So just go ahead to the next slide. 18:29:48 I'm like struggling to 1 s, I mean, stop sharing and sharing.

Page 20 of 27 ends

18:29:59 It will be available on the website. Okay, I'm gonna reshare. 18:30:11 There we go. Okay, great. So I can actually look at you so one of the quesons was to describe what a sixth partnership would look like or what a partnership from this moment on might look like. 18:30:34 So here are some of the things regular and ongoing communicaon. 18:30:38 Touch points, to discuss iniaves and decisions that affects one another. 18:30:43 Collaboraon on Park maintenance and recreaonal services provided to constuents. 18:30:48 We certainly heard a litle bit about in the public comment on trust and respect. 18:30:53 Those words came up actually several mes, if the and the survey submissions excellent! 18:31:05 So what will have changed in one year if we achieve a 6 for partnership? 18:31:21 And let me clarify. That means from again this point on. 18:31:26 That's not to imply that there is not already a successful partnership. 18:31:28 It's also implying that we always have in room for improvement, especially when we have some new folks on board.
18:31:35 So structured communicaon is in place to foster conversaon connecon at data sharing. 18:31:41 We understand and support each other's goals and iniaves, and increased consistent sasfacon.
18:31:47 So that came up again next slide.
18:31:51 If there's anything missing from what you currently do or anything you'd like to change about the partnership we have more meaningful collaboraon on overlapping services, inclusive and strategic discussion on use of funds and park operaons and improved constuent accessibility to programs 18:32:10 parts, open space and iniaves. Next slide. Please. 18:32:17 I really like this one? What quesons do you have for your colleagues, that card, or the city of a word?
18:32:26 What do you want to learn more about? So we have. How can we ensure each perspecve has a seat at the table, and big and small challenges?
18:32:31 What tools can we use to keep in touch on any issues? 18:32:34 As they arise, how can we bridge funding gaps? 18:32:38 And how can we track progress? And then our last slide here is just asking what you hope to get out of this working session.
18:32:46 So we heard equal partnership. We heard understanding of each agency's goals and our mutual goals, and we heard some clear expectaons, so luckily there was some alignment on this survey.

Page 21 of 27 ends

18:32:59 Yeah, and I kept talking about you know where the outliers really for the big outliers and and a lot of your survey responses.
18:33:12 And I just kept saying there are no outline if they're all saying the same thing. 18:33:18 So that's a great starng place. You guys will have very similar and things like want to take out of why we're here today.
18:33:26 So we're.
18:33:30 Thank you. Okay. So that seems like you got your words repeated back to you. 18:33:40 Okay, great. So now, well, this is my favorite part. 18:33:48 It's where I showed that we've already done something, so you can make so what we're going to do now is we're going to take a everyone out of this room that's right in this moment. 18:34:02 But and go out to where we have to breakout table setup so that we can have some discussions around.
18:34:11 We already know what the survey says. Now we wanna talk about what is, what do we currently have?
18:34:17 What's our current state? What's our ideal future state? 18:34:20 And what does that bridge look like so we'll spend about an hour doing that, and then we'll spend some me for 45.
18:34:29 The next slide will show our so another one of my favorite parts. 18:34:36 It's where we get to make some agreements.
18:34:41 So tell me about how we wanna interact. And so I also have a bell. 18:34:50 That's for the facilitator to let you know when me is up or when we need to be changing from one conversaon to another.
18:35:00 So I think that you all are prety clear on this here now as much as possible. 18:35:05 The emails are finally up and whatnot they kids are coming home from school. 18:35:08 That sort of thing, but we're here to be a conversaon with each other. 18:35:12 We ask that you take space for voicemails, and you give space to let others think. 18:35:18 Remembering. We all have different processing signs by which we take the informaon and report that back out, so just be cognizant of that with that acvely. Stay. 18:35:30 Curious curiosity is the other side of judgment. It doesn't feel to me at least there might be a lot of that in this room, but just a reminder that when we start to get into the judgment, so we'll wanna go back to curiosity you hear that it means me is
18:35:50 up. We ask that you pracce not atachment to your own ideas.

Page 22 of 27 ends

18:35:54 There will be some idea sharing. Remember that any good idea has another idea that can just build on it and build on it.
18:36:02 So that's the kind of creang here these other 2. 18:36:08 We don't. We don't have a reflecon me so, and then thank you for that. 18:36:14 Deferring judgment again. That's set of curiosity. 18:36:20 So can we agree that these? Yeah, yes, okay. Great. Does it feel like anything is missing? 18:36:27 Alright next slide. So now I'm going to share with you. 18:36:33 We like to use this how may we? How may something is possible? 18:36:40 Might, means. There's more than one way to do it. 18:36:43 We means we do it together. So we've taken where we've created essenally 3. How might be sequence?
18:36:51 They're going to be in 3 different groups. So we'll have one group that works on. 18:36:54 How might we improve communicaon and collaboraon? Again those words, communicaon and collaboraon came up frequently, and the survey responses next slide is how might be ensure equitable access to our parts and resources next slide it is how might we determine priories and measure progress.
18:37:12 So we've taken sort of the 3 main objecves we take in the survey data we sort of go down into these 3 quesons, and then what we'll do is we'll have 3 rounds of about 20 min to talk about what to meet currently we have what proceeds around the charming priories measures. Success. We'll do a second round
18:37:32 that's the idea generang one. That's what we get to think all big and beauful and dreamy about.
18:37:37 What sort of ideas we might bring to life around determining priories are measuring success, and then our foreground, the bridge.
18:37:46 How did we get there? And that will be something that I will also be really helpful for being here to help inform you.
18:37:57 We have a mul, we have of these different areas. 18:38:02 So!
18:38:05 Yes. Okay. Great. Oh!
18:38:10 Help direct. Okay, I'm gonna be a director. Thank you. All. 18:38:18 Great. Thank you. And so also for the community members. 18:38:22 You are welcome to sit and listen to any of the groups that we will not have share. 18:38:28 Set up for that acvity, but once we get out there we can try and work on that, maybe as fast.

Page 23 of 27 ends

18:38:34 But stuff to help the pictures. And so we're going to have 3 different note tankers. 18:38:41 The first. Here we have a board member.
18:38:45 I'm John we'll have, and I'm gonna and for number of Hodges. 18:38:56 And I'm gonna have. Let's see Roche join one group. 18:38:58 And you guys are gonna be Thomas is like her. And then I also have a. 18:39:14 And then everyone else would be so.
18:39:30 Okay.
18:40:40 Okay. Thank you.

Breakout Groups
19:49:10 Thank you, everyone for perfect. So if you didn't have that, we do want you to report out. I'm sll on the.
19:49:28 With our public comments. We also have 3 min to state their kids. Does that sound? 19:49:31 Okay, okay, I'm gonna ask my notes. Takers, hey? 19:49:39 Might be willing to report out so who? It's ready to just share some highlights. 19:49:50 Alright! Alright! Let's see here. So Bar Group was how we communicate our group is, how can we communicate beter or and collaborate?
19:50:12 So there's a lot of discussion over using exisng groups like H Slack. 19:50:19 And how can we get those groups to be make more decisions in those meengs, and have more folks at the table, and also to do beter job of markeng? 19:50:28 Those, so that the community understands the phones are happening, and we get more engagement.
19:50:34 There is a discussion over having when big projects come up, having a checklist and making sure that everyone's on the table with development and ensuring that as things worked out, everybody's there and is able to give feedback on those projects, there was a request to maybe monitor board meengs, or
19:50:56 have our clerk send out the meengs, the minutes on from our meengs, the city council members, their upgraded kind of what's happening within each agency. 19:51:09 There's a lot of talk about. How oen do we meet 2 mes? 19:51:14 Once every 2 months, once every 2 months, once every 3 months, when we brought up the idea of having a closed session meeng between the 2 boards, where they can talk about policy direcon that would be given out to staff would come back report that this would be an opportunity for discussing high leverage kind

Page 24 of 27 ends

19:51:34 of, if opportunies, and having an opportunity for everyone to just be able to kind of add electrodes, come up with an idea and then move that idea down to staff, and then staff would pursue those ideas as they move forward.
19:51:49 Let's see, there's some ideas of cross-pollinaon kind of back to a slack. 19:51:56 How do we make sure that each agency's meengs and things are kind of spread out between our own outreach methods so that we can get more input from the community within both a slack but also during city council meengs and board meengs?
19:52:12 Let's see here there was a discussion of flow charts on. 19:52:17 How do staff meet each other? When do they meet each other? 19:52:21 Our products. How oen do they meet each other? So the board and the city council has a beter idea of kind of who's talking to whom and how things are arculang as they move forward that everybody has a litle bit more of a finger on the polls, of what's happening with those communies 30 19:52:38 seconds. Remaining. Excellent. Let's see, and you know, I think one idea was, how do we get our community to think of our programs and city of pay per parks as they can pass it, that everyone goes to and we think reimagining how our community thinks for the asks that we have and they 19:53:00 think of those assets as a given for Perks, or for events or things like that. We just make sure that the community does that we're working together and moving forward. 19:53:13 Gotcha!
19:53:17 Thank you so much. Thomas.
19:53:24 So we go from Thomas to Mary.
19:53:38 So I was. So I was doing the how do we jointly determine priories and measure progress on our joint?
19:53:44 Priories. So for our current state, there's a, you know, generally felt that we're not doing this. 19:53:50 Maybe a as well as we should, but currently, however, we do have the Use Commission, which is a joint vent body and H slack, so wanted to get menoned that in addion that the partnership right now really feels more relaonship based and ad hoc, so that if you do have turnover in elected 19:54:09 officials or turnover in staff. Then some things can just drop, because we don't have things formalized.
19:54:14 Maybe if much as they should be. So very relaonship based. 19:54:17 So then, in terms of moving forward, what people wanna see? 19:54:23 Well, just succinctly. If someone said, and I'll repeat it. 19:54:27 That should have mutual strategic goals or strategic roadmap or plan that is Hi, to annual shared goals that can be measured by a share. Dashboard. 19:54:36 So that seems like the loy thing people want to see.

Page 25 of 27 ends

19:54:39 Yeah, in addion, some other things under that is that both agencies should understand each other's master plans to some level, so that we know what is doing, and that specifically may be focusing on firmly on parks might be something important more frequent meengs 19:54:57 and then have clear systems, especially for staff, on how to route things to the right place. 19:55:03 And that those stay in place, even if their staff turnover. 19:55:07 And then how do we get there? So all 3 groups, more or less, felt like H. 19:55:12 Lac. You said it called a sleeping giant that it could maybe get there as a subcommitee that works on on priories, but would definitely need some work to get there, and so one of the things one group came up with the idea of also having a staff or talk or technical 19:55:31 advisory group that meets maybe a litle more regularly and a a litle easier of a group that that supports this H.
19:55:39 Lack effort, and another group felt that we focus on a couple of pilots. 19:55:45 Or one pilot area for the first year to kind of pracce. 19:55:47 Some ideas for that area could be communicaon with our Hayward residents. 19:55:53 So how we're both doing that in both agencies, maybe emergency preparedness is another area.
19:55:59 And then finally, if we wanted to choose like a specific age group and look at alignment on specific programs like, what our library do, what's full. This review is hard to do and just align that up. 19:56:09 So those could be some pilot areas for us to focus. 19:56:12 Okay.
19:56:20 30 s remaining. Okay, no pressure. It's good with those ones. 19:56:35 Okay. So my topic area was, how can we ensure equitable access in our parks and resources? 19:56:42 And so I'll share some of the common areas of an alignment as a 3 groups cycle through that parcular table.
19:56:52 First we talk about our current state that we have in both agencies ploted the different hard offerings by age, group locaon and costs to idenfy gaps a couple of mes it was menoned that Thomas is now on board, and so he's been hired to analyze and 19:57:10 crunch, data. And he's doing a great job of that. 19:57:12 So that we understand where we are and where we want to go. 19:57:16 Hard, has their healthy equity iniave that provides free programming to underserved areas couple of mes me a stream as a park that is accessible was menoned and the fact that we are planning an expansion of that part an heart already offers scholarships for its program some places that

Page 26 of 27 ends

19:57:34 we want to go into terms of what future state is more free programming, free, reliable transportaon for individuals who want to access our programming and an easier sign-up process because the current process seems cumbersome.
19:57:49 Some people in its website. So how do we get there? Connue to share data? 19:57:54 But even more data between the agencies bring in more partnerships that would include a true transit.
19:57:59 Bar colleges, private organizaons, fake community indigenous groups, etc. 19:58:05 So that we don't do all of this work alone.
19:58:08 Share resources among the agencies, and others, including the thought that we might want to work with Hsd.
19:58:16 I heard unified school district to open school sites as local parts, and that we need to improve our Pr.
19:58:22 So that we beter tell our story to the organizaon or to others who are interested in our parts and resources.
19:58:31 Okay.
19:58:43 And she had one full minute but without geng to prepare it. 19:58:49 So if you win the innovator or the the model well, alright, so so the next step here are. 19:58:59 We have a whole bunch of data that we're going to crunch, so to speak, and report back to you. 19:59:06 You heard a litle bit of the report back. Thank you so much. 19:59:09 We give them another.
19:59:14 Even sure. I told them that they would be reporng back, and such a formal headache, thanks, Thomas, so I appreciate that. Thank you everyone for being here, so we will reporng back to you all what we find here today.
19:59:29 And for all of the survey data.
19:59:38 You're having a follow up. Hey? Discuss all this. It's something funny. 19:59:47 Thank you. I think we should let them compile it down to get back to Alright. 20:00:04 Next steps. But of course, as we started to be and say, you know our streetway faceme, I don't think anybody disagrees with that. So.
20:00:20 No, so no, I just wanted to.
20:00:32 Well, first of all, I wanted to walk our to City Hall. 20:00:39 And you know, you know, if you want to put a park around here.

Page 27 of 27 ends

20:00:54 Alright, aer everything we've heard, I think there have been some very successful city park and other agency partnerships that have been incredibly successful, and all I need to do is point about half a mile up the road to Burbank school where we successfully built a school built a Park and built 20:01:16 housing all around an area that needed a lot of work and a lot of atenon. 20:01:20 So we do have a model that something good can happen. We do have a model that when we combine resources, we can get big projects off the ground that benefit. 20:01:33 And so wanted to thank everybody for parcipang. 20:01:38 I know we have folks from the audience before we have our one thousand 3 group over there. 20:01:45 We have Sabrina over there, and of course all the rest of the hard folks here, and all that. 20:01:52 Thank you, and have a good evening, and if you do not live in a word, when you leave Hayworth, stop by and grab something to eat and take it home. 20:02:06 Have a good night. Thank you.
