The Hayward Strategic Roadmap defines the Cityof Hayward’s sharedvision, outlines itstop strategic priorities, and presents a list of projects to be implemented in the comingthreeyears.
Every three years, the roadmap is updated to recalibrate the City’s most recent vision, priorities, and projects. The fiscal year (FY) 2021 - FY 2023 roadmap was first adoptedinJanuary 2020, and updated annually thereafter, with the most recent update on April 22,2022. RevisingtheVisionThe City Council made some changes to the vision statement, notably toaddmoreabouteducation and public safety. These changes made the full vision statement longer, fromabout 350 to 450 words. The City Council decided that this longer vision is useful forprovidingatangiblenorthstar, butthatashortervisionstatementwouldalsobeuseful asacomplementtoit. ReadmoreabouttheVisionStatements. 3 2023HaywardCityCouncil StrategicPlanningSummaryReport| May2023 AddinganEducationFocusThe City Council, with strong encouragement fromMayor Salinas, generally agreed thatHayward’s educational offerings and institutions are an important and unique enoughaspect of Hayward life and Hayward’s future that they deserve more attention in theStrategicRoadmap. Therewere, however, someconcernsandreservationsthateducationisnotpartoftheCity’spurview.
The City Council agreed that adding education as a “lens” on top of the existing priorityareas and projects, similar to howRacial Equity is considered in the Roadmap, is a goodapproach. To ensure efforts are coherent, connected, and strategically aligned, the CityCouncil and staff resolved to craft a set of questions to consider for education-relatedprojectsacrosstheroadmap.
In the sectiononPrioritizationof Project Lists, thesymbol (E) designates projects that theCityCouncil initiallyflaggedduringtheretreat for considerationwithinthiseducationlens.Building on City Council’s recommendations, City staff will runamoredetailedprocess todothis workof considering, categorizing, andshapingeducationrelatedprojectswithinthecomingyear. Staff morale is lowbecause of the highworkload, and some saw a disconnect between proposed projects & the City’s currentability to perform basic services. City staff strongly suggests first addressing existingvacancies, andsecuringadditional fundingandstaffpositionsforanynewprojects.
The graphics below show the City’s full workforce of 909 full time employees, andhighlights that only about 4%of thoseemployees (~35FTEs) areassignedtoprojects onthe Strategic Roadmap. 14 2023HaywardCityCouncil StrategicPlanningSummaryReport| May2023 The City Council, with strong encouragement fromMayor Salinas, generally agreed thatHayward’s educational offerings and institutions are an important enough aspect ofHayward life and Hayward’s future that they deserve more attention in the StrategicRoadmap.
TheCityCouncil did, however, expressdoubtandreservationsaboutfocusingtoomuchoneducationbecause:
1. TheCitydoesnothavecontrol anddecision-makingpoweroveritemsoverseenbytheschool districtandothereducational institutionsinHayward(vis-a-visHUSDforexample);2. ItisunclearwhatexactlytheCitywill dotobringtolifeitseducationpriorities, andwhatkindofbudgetandstaffingthatwouldrequire; and3. Itisunclearhowcommunicationwitheducational partnerswouldbemaintained, andaccountabilitiesclarified, astheCityseekstodomoreforeducation.
The City Council agreed that addingeducationas a“lens” ontopof thepriorityareas andprojects was agoodapproach, rather thanaddinganewpriorityareaorgroupingwithinanexistingpriorityarea. This is similar tohowthecouncil decidedtotreatRacial Equitywithinitsstrategicroadmap.
The City Council and the mayor hopethat addingthis educationlens across theStrategicRoadmapwill shapeandinformhowexistingprojectsaredone.
City Staff proposedaseries of questions toapplytoanyprojects that aredesignatedwiththe education lens, and the city council and staff plan to refine that set of questions infutureworkandcometoconsensusonwhichprojectsdeservethiseducationfocusedlens.
