RESOLUTION AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE A PROFESIONAL SERVICES AGREEMENT WITH SCI CONSULTING GROUP FOR SUPPORT ON THE CITY’S LANDSCAPE AND LIGHTING ASSESSMENT DISTRICTS IN A TOTAL NOT-TO-EXCEED AMOUNT OF $106,211 AND AGREEMENT EFFECTIVE DATE THROUGH FISCAL YEAR 2028 WHEREAS, the Landscape and Lighting Assessment District (LLAD) zones were formed using the Landscaping and Lighting Act of 1972 (Streets and Highways Code §22500); and, WHEREAS, the City currently manages eighteen (18) LLAD and two (2) Maintenance District (MD) zones; WHEREAS, on March 28, 2023, staff released RFQ #2023-RFQ-02 to procure professional and engineering support for LLAD assessments, engineering reports, and community and public meetings; and WHEREAS, staff received and evaluated one (1) proposals; and, WHEREAS, the professional services agreement (PSA) will be funded through the annual adopted budgets for each LLAD zone through the PSA’s effective term length; and, WHEREAS, staff recommends awarding the PSA with SCI Consulting Group (SCI).
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Hayward that the City Manager is hereby authorized and directed to negotiate and execute a PSA with SCI in a total not-to-exceed amount of $106,211 and an agreement effective date through FY 2028.
