Members of the City Council thanked City staff and FM3 Research for the work on the item.

Discussion ensued among m embers of the City Cou ncil, City Manager McAdoo and Sr. Vice President Everett with FM3 Re search regarding: the survey questions about cost of livi ng and cost of housing pointing out that a b ig driver of cost of livi ng in the B ay Area was housing; the survey did not dive into the causes of homelessness and concerns people may have, noting that homelessness was a multifaceted issue; trends of survey results compared to other cities; the 600 sample size was robust with the goal to be efficient and streamlined; the goal with the present s urvey was to be efficient, streamlined in order to push the measure forward; the survey question abo ut the u nhoused population and homelessness was not defined and the responses were based on assumptions and perceptions; the research will in form the outreach and staff will engage messaging on what was accomplished with Measure C and what remains to be done ; consideration to offer t he survey in languages o ther than English and Spa nish was a budget and time tradeoff and it was noted that 39% of respondents indicated that they speak a language other than English at home, and may have the ability to take the survey; FM3 Research uses as many different 16 | J u n e 2 7 , 2 02 3
platforms as possible, including telephone, text or email but does not collect in-person responses since the data collection is m ore random and could be costly; the scientific survey approach was that it be random and repr esentative and quotas were establish ed ahead of time on race, ethnicity, neighborhood, age, gender and party registration to ensure the interview composition reflected the distribution in the community ; external factors such as the COVID-19 pandemic, general media conversations about crime, homelessness, may be swaying responses which was similar to what other cities were experi encing; 62% satisfied with quality of life was a significant number and there was room for improvement; FM3 was not aware of any other Alameda County cities, special districts, or academic institutions planning to add measures to the 2024 ballot.

Members of the City Council offered the following : share with C ouncil the report showing demographic brea kdown for each quest ion answered related to s pecific services; explore driving the nexus between community services and how they can be improved by improving the Police Department and how the extension of the sales tax can directly address concerns ex pressed; the wordsmithing for an extension of Measure C will be important to en sure that residents know that this will help t hem with their concerns; rethink how successes are shared for public consumption with social media being used, and consider having more internal conversations on robust strate gies to edu cate the community on what the City is d oing and noted that in the last three years there has been City service overload through p rovision of grants and programs around homelessness, economic development, and ARPA funds.

City Manager McAdoo stated that assuming the City Council was supportive of moving forward, staff w ould work with Cl ifford Moss and Associates to begin discussion with the community and on a parallel path, staff would work on further flushing out facility designs and assessments and holding stakeholder interviews.
