DATE: August 15, 2023
TO: Mayor and City Council
FROM: Chief of Police
SUBJECT: Adopt a Resolution Authorizing the Purchase of Ammunition from Dooley Enterprises, Inc. for Hayward Police Department Training and Operations, in an Amount Not-to-Exceed $200,000

RECOMMENDATION
That the Council adopts a resolution (Attachment II) authorizing the Hayward Police Department to purchase ammunition from Dooley Enterprises, Inc. for training and operational needs, in an amount not-to-exceed $200,000.

SUMMARY

The Hayward Police Department purchases ammunition every fiscal year for MOU obligations, training, and operational needs. In prior fiscal years, the police department’s ammunition orders stayed under $75,000 per vendor. However, due to rising costs of ammunition, additional trainees in the academy, and limited ammunition vendors, the police department’s orders are likely to exceed $75,000 per vendor. Based on current ammunition pricing, projected departmental needs, and available ammunition vendors, staff anticipates ordering ammunition through Dooley Enterprises, Inc. in an amount not-to-exceed $200,000 for FY 2024. The ammunition ordered will be for 9mm handguns, small firearm use.

BACKGROUND AND DISCUSSION

The Hayward Police Officers Association (HPOA) Memorandum of Understanding (MOU) Section 15.05 requires the City to provide 50 rounds of ammunition per employee, per month for small arms proficiency. Due to ammunition shortages and other difficulties, this obligation was unfulfilled in FY 2023. As of the end of FY 2023, the Hayward Police Department had over 150 sworn employees. To fulfill the HPOA MOU ammunition obligation for FY 2023 and FY 2024, the Hayward Police Department will need to purchase a minimum of 180,000 rounds of ammunition. With current ammunition pricing, the cost to fulfill the MOU obligations for two fiscal years is over $150,000.

Additionally, the police department is required to provide 3,500 rounds of ammunition for each Police Officer Trainee in the academy. With current recruitment efforts, the police department expects to send at least 20 Police Officer Trainees to the academy in FY 2024. Based on current ammunition pricing, the cost of ammunition for 20 Police Officer Trainees in the academy is over $57,000. Sworn police department employees are also required to attend multiple firearms trainings each year, which is where a large amount of the police department’s inventoried ammunition is expended. These trainings include:

Quarterly CPT firearms training
Red dot transition instructor school
Red dot transition qualification
Firearm instructor school
SRU training
New SRU operator school
Dooley Enterprises, Inc. is the sole vendor for Winchester ammunition in California. Therefore, the Hayward Police Department must purchase its needed Winchester ammunition from Dooley Enterprises, Inc.

FISCAL IMPACT
This request will not have an additional impact on the City’s General Fund. Due to the current vacancy rates within the Hayward Police Department, salary savings will be used to fund the ammunition purchase in FY 2024.

STRATEGIC ROADMAP
This agenda item is a routine operational item and does not relate to any of the priorities outlined in the Council’s Strategic Roadmap.

NEXT STEPS
If the Council authorizes this action, staff will use the Hayward Police Department’s salary savings to purchase ammunition from Dooley Enterprises, Inc. in an amount not-to-exceed $200,000 for FY 2024.
