SUBJECT: FY 2024 Salary Plan Amendment: Adopt a Resolution Approving an Amendment to the City of Hayward Salary Plan for Fiscal Year 2024

RECOMMENDATION
That the Council adopts a resolution (Attachment II) approving an amendment to the City of Hayward Salary Plan for Fiscal Year 2024 (FY 2024), which designates all classifications and corresponding salary ranges for employment with the City of Hayward as of August 14, 2023, superseding Resolution No. 23-173 and all amendments thereto.

SUMMARY
As required by the Municipal Code, the FY 2024 Salary Plan (Attachment III) has been updated to reflect salary adjustments to the classifications in the City’s classified and unclassified service as a result of the Council-approved Memorandum of Understandings (MOUs) between the International Association of Firefighters (Local 1909) and Hayward Fire Officers Association. The Salary Plan has also been updated to reflect salary adjustments to ten (10) additional classifications, a correction to one (1) classification, and the removal of two (2) classifications.

On July 31, 2023, the Personnel Commission held a public hearing in which they reviewed and recommended to Council the adoption of the revised FY 2024 Salary Plan.

BACKGROUND/DISCUSSION
Salary Adjustments:

LOCAL 1909 & HAYWARD FIRE OFFICERS: In June 2023, Human Resources staff completed a total compensation market study in accordance with the Side Letter of Agreement between the City of Hayward and Local 1909 dated July 1, 2021. The resulting market study showed the Hayward Firefighter classification 19.51% below the market average. Pursuant to the Side Letter Agreement, the base wage for Local 1909 and Hayward Fire Officer Association classifications shall be increased based on the established survey formula. In June 2023, Local 1909 and Hayward Fire Officer Association classifications received a 10.27% salary increase. As such, Local 1909 and Hayward Fire Officer Association represented classifications shall receive the remaining 9.24% salary adjustment retroactive to the pay period which includes July 1, 2023.

DEPUTY FIRE CHIEF (F600): Pursuant to Section 6.13 of the MOU between the City of Hayward and the Hayward Fire Chiefs’ Association (HFCA), the base rate for the classification of Deputy Fire Chief shall be fifteen percent (15%) greater than the base rate for Fire Marshal (F400). To maintain a minimum pay differential of fifteen percent (15%) between this classification and Fire Marshal, Deputy Fire Chief shall receive a salary adjustment of 9.24% effective the pay period that includes July 1, 2023. The new salary range for Deputy Fire Chief is $126.74 per hour at Step A and $154.04 per hour at Step E.

The new salary range for Fire Chief shall be $139.41 per hour at Step A and $169.45 at Step E.

FIREFIGHTER TRAINEE (F100): To maintain a minimum pay differential of ten percent (10%) between this classification and Step A of Firefighter (F205) as required under Section 16.13 of the Local 1909 MOU (Firefighter Trainees), Firefighter Trainee shall receive a 9.24% salary adjustment effective the pay period that includes July 1, 2023. The new salary range for Firefighter Trainee shall be $57.42 per hour at Step A and $60.28 at Step B.

SHELTER VOLUNTEER SERVICES COORDINATOR (C607): In April 2023, Bryce Consulting completed a classification study of the Shelter Volunteer Services Coordinator, which included a total compensation market study. The compensation study resulted in one comparable classification and in the absence of market data, the consultant recommended the salary for Shelter Volunteer Services be internally set to be equivalent to Program Assistant (C506) based on similar duties performed by both classifications. As such, Shelter Volunteer Coordinator shall receive a 5.66% percent salary adjustment effective the pay period including August 14, 2023. The new salary range for the Shelter Volunteer Services Coordinator is $29.80 at Step A and $35.41 Step E HUMAN RESOURCES ANALYST I/II (U110 & U115): The salary for the Human Resources Analyst I/II series is internally set to be equivalent to Management Analyst I/II (H110 & H115). As a result of a three percent (3%) equity adjustment Management Analyst I/II received in June 2023, the salary for Human Resources Analyst I/II shall be adjusted by three percent (3%) effective the pay period including July 1, 2023. The new salary range for Human Resources Analyst I is $49.70 at Step A and $60.40 Step E. The new salary range for Human Resources Analyst II is $54.66 at Step A and $66.41 Step E.

SENIOR HUMAN RESOURCES ANALYST (U120): The salary for Senior Human Resources Analyst is internally set to be ten percent (10%) above Human Resources Analyst II. The new salary range for the Senior Human Resources Analyst $60.12 at Step A and $73.04 at Step E.

The new salary range for Human Resources Technician is $45.20 at Step A and $54.91 Step E.

MAYOR (E100) AND CITY COUNCIL (E110): Pursuant to the City of Hayward’s City Council Member Handbook revised July 2021 and the Municipal Code, the compensation for Mayor and City Council shall be increased each fiscal year by an amount equivalent to the percent increase in the San Francisco Bay Area Consumer Price Index, but no more than five percent (5%). Based on the information obtained from the Bureau of Labor statistics and the San Francisco Bay Area Consumer Price Index, the classifications of Mayor and City Council shall receive a five percent (5%) adjustment effective the pay period including July 1, 2023. The new annual salary for Mayor is $41,958. The new annual salary for City Council is $26,224.

Salary Correction:

FINANCE SUPERVISOR (H155): Due to an administrative error, the salary for Finance Supervisor that was presented to the Personnel Commission on June 12, 2023, was incorrect and did not reflect a 1.11% salary adjustment the classification received in September 2022. As such, the salary range for Finance Supervisor has been revised to include the 1.11% adjustment. The correct salary for Finance Supervisor is $53.29 at Step A and $64.75 at Step E.

Revisions to the Salary Plan:

Approved at the City Council meeting held on June 20, 2023, the duties of the Property/Evidence and Crime Scene Administrator (H415) and the Records Administrator (H425) were combined into a single classification, Property, Evidence and Records Administrator (H465). As such, the Property/Evidence and Crime Scene Administrator and Records Administrator classifications will be deactivated and removed from the Salary Plan.
