RESOLUTION 1) AUTHORIZING THE CITY MANAGER TO EXECUTE AN AGREEMENT for $75,000 TO BE DISPERSED AS An eCONOMIC DEVELOPMENT GRANT, A $50,000 SMALL BUSINESS LOAN, A $295,000 ECONOMIC DEVELOPMENT LOAN, AND A $230,000 CDBG REVOLVING LOAN FUND SMALL BUSINESS LOAN with CERVECERIA LLC (DBA BUFFALO BILLS) to assist in the re-opening of the Buffalo Bill’s Brewery and Restaurant, and 2) appropriating DOLLARS from the APPROPRIATE FUND ACCOUNTS FOR THE IMPLEMENTATION OF THIS BUSINESS ASSISTANCE PACKAGE WHEREAS, on March 23, 2023, the City of Hayward received a request from Alejandro Gamarra for assistance to provide capitalization funding to reopen the Buffalo Bill’s Brewery and Restaurant at 1082 B Street; and WHEREAS, this restaurant will reopen a long-term restaurant anchor in the Downtown core; and WHEREAS, the City of Hayward’s Economic Development Division has $125,000 in FY 2024 funds to allocate towards this project through its Small Business Grant and Loan Assistance Programs; and WHEREAS, through the sale of the business to Cerveceria LLC, the City of Hayward’s Community Services Division will receive repayment of an existing loan made to the seller in 2014, making $230,000 available to re-allocate to this project through its Community Development Block Grant (CDBG) Small Business Revolving Loan Fund; and WHEREAS, the City of Hayward City Manager will allocate General Fund reserve dollars to support the Economic Development Loan of $295,000; and WHEREAS, the support of the grant and loan request would allow for assisting in the re-opening of the Buffalo Bill’s Brewery and Restaurant project thereby revitalizing Downtown Hayward as a destination for dining and entertainment.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Hayward that the City Manager is hereby authorized and directed to execute a grant in the amount of $75,000, a $50,000 Small Business Loan, a $295,000 Economic Development Loan, and a $230,000 CDBG Revolving Loan Fund small business loan with Cerveceria LLC (DBA Buffalo Bill’s Brewery), in a form approved by the City Attorney, to assist in the refurbishment and reopening of the full-service restaurant and outdoor dining at 1082 B Street.
BE IT FURTHER RESOLVED that $125,000 is allocated from the Economic Development Division FY 2024 budget for the $75,000 grant and $50,000 loan, $230,000 is allocated through its Community Development Block Grant (CDBG) Small Business Revolving Loan Fund and $295,000 is appropriated from the General Fund reserve dollars for the Economic Development loan.
