TWIN/SISTER CITY AGREEMENT
Municipality of Faro, Algarve, Portugal
and
City of Hayward, California, USA
We, the Mayors of Faro (Portugal) and the Mayor of Hayward (United States of America), recognize the importance of the cultural, economic and friendship ties that have always characterized the history of the relationship between our peoples. This document seeks to reflect the cooperation established in 1965 between the two municipalities, based on respect and on the autonomy of each one. Through this agreement, we assume an understanding of future cooperation.
Background:
In 1956, Dwight D. Eisenhower, President of the United States initiated the Sister Cities program to nurture friendship and understanding between the United States and other nations. As a result, municipalities around the world have fostered lifelong friendships exchanging experiences on shared challenges and successes, which has allowed them to improve their public policies.
Faro and Hayward’s long-standing friendship dates to the 1960s. The Hayward-Faro Sister City Committee first started in 1965 by Julio Bras, a former Hayward Councilman. In March of 1965, Hayward’s City Council adopted a resolution proclaiming the City of Faro, Portugal as a Hayward Sister City in the spirit of strengthening world peace as proclaimed by the Sister City program. Following this proclamation, Mayor John Pappas, Edward C. Massa, Chairman of the Faro Sister City Committee and City Manager, Ray Doran traveled to Faro to present the resolution to Faro officials.
As Hayward approached its centennial celebration in 1976, the committee wanted to honor its Portuguese settlers with a Portuguese Centennial Park. The committee worked with Faro to acquire azulejos (Portuguese tiles) and calcada (Portuguese mosaic stone flooring) to adorn the park, and the City of Faro sent two stone masons from the Algarve to lay the delicate calcada. In 2022, the Hayward-Faro Sister City Committee and representatives from Faro celebrated renovations to the Julio Bras Portuguese Centennial Park and its revitalized ornamentation.
Despite the above acts of cooperation achieved between the two cities, the two parties are unaware of the existence of a formal bilateral agreement that provides a greater basis for the good relationship existing between our peoples. A recent working visit undertaken by a delegation from the Municipality of Faro and the University of the Algarve, as well as the work of the Faro-Hayward Sister Committee, set up by a group of Portuguese and Portuguese-descendants residing in the Hayward, have strengthened the links between the two cities and lent impetus to formalizing the relationship.
The Municipality of Faro and the Mayor of Hayward formalize this agreement and agree as follows:
Point 1
The Municipalities of Faro (Portugal) and Hayward (United States of America) confirm their decision to maintain cordial relations of friendship, union for the development and well-being of the two Peoples, united by mutual desires for development and solidary friendship.
Point 2
Without prejudice to others that may be considered relevant, the Cooperation actions to be undertaken in domains of different kinds, with special relevance to education, economy and tourism, and culture and sport.
Point 3
The two parties will facilitate and encourage cooperation and exchange between associations and clubs, companies, schools and other entities representing civil society in the two cities.
Point 4
The objectives, funding and responsibility for collaborative projects will be fixed, when justified, in agreement with both parties, by means of a special agreement.
Point 5
The cooperation between the Municipality of Faro and the City of Hayward, although dealing with the areas of interest identified above, should form a coherent whole, being fundamental that it constitutes well-identified projects with a clearly defined roles and coordination.
Point 6
This agreement will enter into force on the date of its signature, will have an indefinite duration, and may be canceled by either party subject to a prior notice of 90 days. [REMAINDER OF PAGE INTENTIONALLY LEFT BLANK]

PROTOCOLO DE GEMINAÇÃO
Faro, Algarve, Portugal
e
