Meeting Minutes of October 16, 2023

1. Approval of Meeting Minutes from June 7, 2023
Action: Minutes reviewed and unanimously approved.
2. Measure C Debt Analysis and Annual Review
Director Gonzales provided an overview of the FY 2023 Measure C Annual Report, and offered an opportunity for the Committee to provide feedback and ask questions.
Councilmember Syrop Questions:
A. Has the City received the entire contribution amount from Chabot College? Are there any other contributors?
B. What is the status of hiring for the dispatch center? C. Is the rainwater-catching system at the library active? D. Has final ballot language been determined for the potential Measure C extension?
E. Can you explain investing in current HPD locker room renovations while also building a new public safety facility?
Councilmember Bonilla Questions:
A. Can you explain Certificates of Participation?
B. Can you explain the difference in revenue across fiscal years? C. Will updates to the dispatch center and hiring of more dispatch staff make a significant impact?
Action: The Committee received the presentation.
3. Review and Approve the FY 2024 Agenda Planning Calendar
Action: The Committee reviewed the calendar requested that an Update on Economic Development Corporation be added to future agenda topics.
