DATE: October 24, 2023
TO: Mayor and City Council
FROM: Fire Chief
SUBJECT: Adopt a Resolution Authorizing the City Manager to Accept and Appropriate $12,057 Received from Insurance Claims Reimbursements to be Used by the Hayward Fire Department to Replace Emergency Services Shelter Equipment

RECOMMENDATION
That Council adopts a resolution (Attachment II) authorizing the City Manager to accept and appropriate $12,057 received from insurance claims to be used by the Hayward Fire Department to replace stolen emergency services shelter equipment.

SUMMARY

The Matt Jimenez Community Center has housed emergency shelter equipment for the Hayward Fire Department for emergency operations within the City. Due to theft, there is a need to replace emergency equipment, including 47 cots, blankets, pillows, clothing, and bottled water for the emergency operations center managed by the Hayward Fire Department. The insurance claim reimbursements of $12,057 will be used to purchase all necessary items to replace pre-existing equipment and supplies.

BACKGROUND AND DISCUSSION
The Matt Jimenez Community Center, named for former Fire Chief Matt Jimenez, has been an integral part of the community for many years, hosting after-school programs, sporting events, Police Activities League (PAL) events, community dances, and more. Currently, the facility is hosting pickleball, and the upcoming PAL Futsal League. The facility has also housed the emergency shelter equipment for the Hayward Fire Department for emergency operations within the City.

A theft in December 2022 resulted in the need to replace existing emergency cots, pillows, blankets, and supplies as called for in the emergency operations plan. These items are used by Hayward residents during emergency shelter/evacuation procedures and are an integral part of maintaining health and wellbeing during disasters. The emergency plan for the City of Hayward includes the ability to have the Matt Jimenez Community Center operate as an emergency shelter in the instance of evacuations.

The insurance claim reimbursements will be used to replace 47 cots, 10 pillows, 15 blankets, various clothing, and bottled water supplies. This will replace the damaged/stolen items and bring the shelter operation back to full operating capacity. Any remaining funds will be used for necessary cleaning fees, repairs, and updates as needed based on the existing status of the building. Cost estimates are listed below:

STRATEGIC ROADMAP
This agenda item supports the Strategic Priority to Enhance Community Safety and Quality of Life. This item is not specifically related to a project identified within the Strategic Roadmap but is integral to the preparation and implementation of emergency safety services throughout the city in the event of a disaster.

FISCAL IMPACT
If approved by Council, the insurance reimbursement funds will be appropriated to the General Fund and funds will be used to replace equipment and supplies. The insurance reimbursement received will offset the use of the General Fund, which would otherwise be used to replace these supplies.

PUBLIC CONTACT
No public contact is needed for this item.

NEXT STEPS
If Council approves the resolution to appropriate the funds, staff will deposit insurance reimbursement funds into Fund 100 and complete the purchase of cots, clothing, bedding, and water supplies to replenish emergency shelter stock.
