PUBLIC HEARING
2. GHAD Manager Haley Ralston provided the staff report regarding the proposed budget for the 2023/2024 fiscal year and staff’s proposal to suspend the levy of assessment for The Reserve development for the 2023/2024 fiscal year since the GHAD has exceeded its target reserve rate of accumulation which had been estimated in the 2016 Engineer’s Report. Staff’s recommendation is to suspend the levy of assessment for the 2023/2024 fiscal year and to reinstate the levy at or below the assessment limit for the 2024/2025 fiscal year.
Boardmember Roche requested confirmation that GHAD assessments are supplemental to property tax, which GHAD Manager Ralston confirmed. Boardmember Goldstein asked why the levy of assessments are not proposed to taper up or down, rather than being suspended or reinstated as proposed. GHAD Manager Ralston explained that the intent of the suspension is to have the current reserve balance trend closer to the forecasted reserve balance and the GHAD expenses have been less than anticipated. Boardmembers Roche and Bonilla expressed interest in tapering the assessments up to make it easier on property owners and also suggested notification to property owners that the assessments were anticipated to increase next year.
