RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE A PROFESSIONAL SERVICES AGREEMENT WITH CLIFFORD MOSS IN AN AMOUNT NOT TO EXCEED $90,000 PLUS DIRECT COMMUNICATIONS EXPENSES ESTIMATED AT $155,000 AND FAIRBANK, MASLIN, MAULLIN, METZ & ASSOCIATES (FM3) IN AN AMOUNT NOT-TO-EXCEED $45,750 FOR SERVICES RELATING TO A POTENTIAL EARLY EXTENSION OF THE HALF CENT LOCAL DISTRICT SALES TAX; TO AUTHORIZE AND APPROPRIATE FUNDS FOR THESE CONTRACTS WHEREAS, the City is seeking community input of preferred uses of funds generated by a potential extension of the local district sales tax of on half a percent; and WHEREAS, the City recommends executing agreements with Clifford Moss and Fairbanks, Mauslin, Metz & Associates to engage the community for this effort; and WHEREAS, the City recommends the City Council authorize and appropriate funds in the Measure C Fund (fund 101) for expenses related to these agreements.
NOW, THEREFORE BE IT RESOLVED by the City Council of the City of Hayward that the City Manager is hereby authorized and directed to negotiate and execute an agreement with Clifford Moss for professional services in an amount not to exceed $90,000, plus direct communications expenses estimated at $155,000 and with Fairbanks, Mauslin, Metz & Associates in an amount not to exceed $45,750, for opinion research, in a form approved by the City Attorney.
BE IT FURTHER RESOLVED that the City Council of the City of Hayward hereby approves the amendment of the FY 2024 Budget Resolution by increasing the budget appropriation by $290,750 in the Measure C Operating Fund (Fund 101).
