RESOLUTION AUTHORIZING THE CITY MANAGER TO ACCEPT AND APPROPRIATE $487,981 IN HOMELESS HOUSING, ASSISTANCE AND PREVENTION (HHAP) FUNDING TO SUPPORT HAYWARD NAVIGATION CENTER OPERATIONS WHEREAS, the HHAP grant administered by the State of California Business, Consumer Services, and Housing Agency (BCSH) provides jurisdictions with funds to support regional coordination and expand or develop local capacity to address their immediate homelessness challenges; and WHEREAS, the City of Hayward entered into an agreement with the County of Alameda for the allocation of $589,391 in HHAP Round 1 and HHAP Round 2 funds; and WHEREAS, the funds awarded through this agreement were intended to support operations at the Hayward Housing Navigation Center (HNC); and WHEREAS, through HHAP Round 3 the County of Alameda was awarded $11.2 million, and the County of Alameda Continuum of Care was awarded $12.0 million; and WHEREAS, through HHAP Round 4 the County of Alameda was awarded $12.2 million, and the County of Alameda Continuum of Care was awarded $13.0 million; and WHEREAS, the County of Alameda amended its agreement with the City of Hayward for HNC operations by adding $487,981 in HHAP Round 3 and Round 4 funds, changing the total not-to-exceed amount to $1,077,375; NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Hayward authorizes the City Manager to accept and appropriate $487,981 in HHAP funding from the BCSH through the County of Alameda to support the Hayward Housing Navigation Center.
FURTHER, BE IT RESOLVED, that the City Council of the City of Hayward hereby approve the amendment to the FY 2024 budget resolution with the appropriation of $487,981 in the local grant fund.
