Homelessness
Resource Guide
Declaring a State of Emergency
• Having a corresponding local
resolution better aligns us with the
County to access these resources and
implement local solutions, including:
• More effective and efficient use of
funds
• Expanded availability of locations
for service providers
• Coordination with Alameda
County on streamlining land use to
support affordable housing and
shelter
• Ability to support the County in
requesting resources from state
and federal governments
Local declaration aligns with
Alameda County Board of
Supervisors’ September 19, 2023,
declaration
BOS declaration unlocks additional
tools in helping expedite a sufficient
response to the crisis
Temporary Suspension of Planning and Zoning
Requirements
Creates flexibility for the City
and partners to increase
shelter and service capacity to
support those experiencing &
at-risk of experiencing
homelessness
Temporarily implements
planned Zoning Text
Amendments proposed in the
Housing Element
Allows Council to maintain
minimum health and safety
standards as well as oversight
of operators while enabling
efficient service provision
Next Steps
Current item address urgent needs and supports BOS and
County staff efforts
Staff will bring Zoning Text Amendments as outlined in the Housing Element for adoption in January 2025
