Greetings Honorable Mayor Salinas et al.:
Firstly, I offer my deepfelt appreciation for the CSC and the ARC team for recommending funding for The Kwanzaa Project: (Re) Creating the Cultural Arts of Africa in America.
It is proposed to satisfy the Arts and Music RFP, as well as the City of Hayward's priority to use a Racial Equity lens to provide funding for New Agency and Innovative programming that provide avenues to making Hayward a City that promotes Diversity and Equity for all who reside, work and visit in Hayward.
Secondly, while we are very grateful for the recommended funding, it is approximately $10k short of the funding asked from Hayward to provide the program as presented in our application.
While it is realized we will be seeking more funding towards this project, and as you fully realize the challenges associated with that alone for a New Agency, it is respectfully asked herein, if there are any other funds available outside of the funding constraints of the CSC Budget; should Council agree to support this program as an innovative and targeted creative offering to bridge cultural and racial gaps in Hayward; we are asking that you apply that funding as it is available to help fill the gap.
And lastly, know that in any event; we are honored and proud to be considered to offer this new program to Hayward and are fully committed to reach its' goals as promised.
Best regards,
Fayeth Gardens

Council-
Please be aware that our communities surrounding the Hayward Executive Airport (HEA) suffer from a great deal of pollution caused by the airport and all the planes that fly over us. As you know, the GIS on the Hayward website clearly shows that the unincorporated communities are in the HEAs area of influence.
We already suffer from pollution that includes but is not limited to fumes, exhaust, particulate, lead, and noise.
In fact, just yesterday, April 1, 2024 a very loud jet flew over my home at 5:30 am disturbing all 3 women that live on my property on Bockman Road. This was a rude awakening to say the least. Why are jets flying at that hour and in this direction?
Today I have already counted 8 airplanes that have flown over my home. It's only 12:45.
Please do not construct any new hangars that will ultimately bring in more air traffic over the unincorporated areas as well as NW Hayward.
Thank you for your willingness to work with your neighbors.
