Action: Minutes reviewed and approved by Mayor Salinas and Councilmember Syrop.
FY 2024 Mid-Year Budget Review and Five-Year General Fund Long Range Financial Model Update Finance Director Gonzales presented the proposed FY 2024 Mid-Year Budget and Five-Year General Fund Long Range Financial Model Update Councilmember Syrop Questions:
Why is the Mayor’s conference a one-time request? How often is it? How is the interest rate for the Employee Home Loan Program determined? Did Council already approve the $136 million in CIP appropriations and carryforwards? Is the $8.3 million in ARPA funds available for use or is it already obligated? Are we able to use unobligated ARPA funds to replenish General Fund Reserves? Are Affordable Housing ARPA projects making up a major portion of the $8.3 million? Can Council write a resolution to commit the $8.3 million to General Fund Reserves but earmark funds for future housing and homelessness projects? Mayor Salinas Questions:
How many loans can we expect to provide with the funds allocated for the Employee Home Loan Program? What is the total budget for Hayward Youth Commission? Is it possible to provide more funding for this program? How can we improve the experience for those participating in the program? Can we partner with HUSD and the Closeup Foundation for this program? Do we have the amount of City funds spent on homelessness response efforts? What is the likelihood and amount of unobligated ARPA funds by December? Action: The Committee received the presentation and provided feedback.
FY 2025 Budget Update and Calendar Review (Oral Report) Action: The Committee received the report.
Review and Approve the FY 2024 Agenda Planning Calendar Action: The Committee reviewed the calendar.
