COUNCIL BUDGET & FINANCE COMMITTEE MEETING
Meeting Minutes of April 17, 2024
Call to Order: 5:32 p.m.
Members Present: Mayor Salinas, Councilmember Syrop, and Councilmember Bonilla Jr.

1. Approval of Meeting Minutes from March 6, 2024
Action: Minutes reviewed and unanimously approved.
2. People’s Budget Project Debrief
Assistant to the City Manager Mary Thomas presented a debrief of the People’s Budget.
Councilmember Syrop Questions:
A. What is next? How do we sustain this type of program? B. Is the creation of public event spaces a part of the Lean Innovation Process?
C. How often do you recommend we visit the People’s Budget Process? Is this a conversation we bring up yearly, or as part of the Strategic Roadmap process?
Councilmember Bonilla Jr. Questions:
A. If we stick to a three-year plan, how do we commit more funds to provide support for these programs?
Action: The Committee received the presentation and provided feedback.
3. Discussion of Mayor & City Council FY 2025 Budget
Assistant to the City Manager Mary Thomas presented the list of 2024 Accomplishments, while Director Gonzales presented the Committee with the proposed operating budget.
Councilmember Syrop Questions:
A. What is the process for the Poet Laureat?
B. Can we add to the list of accomplishments, grant awards, St. Rose appropriation, and the STACK Center?
Councilmember Bonilla Jr. Questions:
A. Are we establishing a property management contract for the manage the Cinema Place property?
Mayor Salinas Questions:
A. When will the Cinema Place property transition to the City?
Action: The Committee received the report.
4. FY 2025 Budget Process Update (Oral Report)
Director Gonzales presented Council with the draft agenda for the Saturday budget work session on May 11, 2024.
Action: The Committee received the report.
5. Review and Approve the FY 2024/FY 2025 Agenda Planning Calendar Councilmember Syrop Questions:
A. Will the annual Investment Portfolio Report in the fall include ESG investment considerations?
Action: The Committee reviewed the calendar.
