Dear Mayor Salinas and City Councilmembers:
Today as you review the proposed fiscal year 2025 operating budget and five-year plan, I hope that you will keep in mind the Hayward city workers who will be executing the Council’s plan and bringing the City’s goals to fruition.
As an Economic Development Specialist, I focus on business attraction, business retention, and creating programs to help uplift not only our businesses but our community as well. The City’s budget impacts my ability to do my job to the best of my ability. As you know, it takes resources and support to get the work done. But more importantly, it takes the experience, education, talent, and commitment that can only come from the individual worker that makes that work a success.
The City has many items in its budget and for good reason. I ask that as you weigh the City’s priorities in this next year and years to come, that you give the proper weight deserved to making Hayward city workers as big a priority as any. Even with all the resources that can be mustered, projects, services, programs, or facilities cannot be successful without a talented and committed workforce.
I am proud of the work I do for the City of Hayward and its residents. I know my coworkers are as well. I hope I can continue to serve this city and its residents for a long time and continue to make Hayward the best it can be. That happens when the City Council works together with its workers to ensure fair compensation, safe workplaces, and take seriously the need for a work-life balance. We appreciate your commitment to these things and hope you will carry that into your session today.
Thank you,

In my capacity as an Economic Development Specialist, I am acutely aware of the challenges posed by the current budget constraints. My role is pivotal in generating revenue for the City, making it one of the few positions directly dedicated to this crucial task. Despite operating with limited staffing and resources, the Economic Development division has consistently exceeded expectations. Not only do I directly contribute to revenue generation, but I also oversee programs that shape the City’s image to potential investors, future residents, and the broader community. I am tasked with marketing Hayward and fostering an environment conducive to economic growth. The City’s budget impacts my ability to do my job to the best of my ability. As you know, it takes resources and support to get the work done. As a Community Programs Specialist, I assist Economic Development with the implementation of many award winning programs that support many BIPOC and women owned small businesses. In this position I also assist in engaging these businesses to participate in these very important programs. Another program I assist with is the Learn to Earn Tuition Assistance program where we gave Hayward schools funds to give grants to students to attend Chabot Community College and Cal State East Bay to assist in giving themselves a better opportunity in life. As our team is made up of many IFPTE Local 21 members we go above and beyond to make sure we give the best service and guidance to new and existing small and big businesses here in the City of Hayward. As a librarian, I dedicate myself wholeheartedly to serving our library and the Hayward community. Despite my limited hours, I am committed to making a meaningful impact in every aspect of my work. Half of my time is spent at the Information Reference Desk, where I assist patrons with their inquiries and provide valuable resources.
Additionally, I collaborate with community partners to organize well-attended art classes for children and their families, fostering creativity and cultural appreciation. One of our proudest achievements is the successful planning and coordination of cultural heritage celebrations, such as the Lunar New Year show special event, which has become one of the biggest events hosted by our library. Despite the challenges of working within a part-time schedule, I am determined to continue making a positive difference and contributing to the enrichment of our community.

That happens when the City Council works together with its workers to ensure fair compensation, safe workplaces, and take seriously the need for a work- life balance. We appreciate your commitment to these things and hope you will carry that into your session today.

Dear Mayor and City Councilmembers,
As you prepare for Saturday’s Budget Work Session and dive into the Fiscal Year 2025 operating budget, my colleagues and I urge you to uphold your commitment to fair and equitable compensation.
Earlier this year while discussing the Strategic Roadmap, Councilmember Goldstein pointed out, “Our employees do an absolutely fantastic job. We would not be the successful City Council that we are if we did not have such excellent staff.” We could not agree more.
Our members play vital roles in creating and maintaining some of the City of Hayward's most successful programs for our community. From Economic Development Specialists driving business growth to dedicated Librarians providing educational support, Engineers enhancing our city's accessibility, Sustainability Specialists promoting a greener future, and Community Program Specialists ensuring housing affordability, just to name a few, each contribution is invaluable.
We face a critical retention challenge in the City of Hayward exacerbated by pre-existing difficulties in filling vacancies with qualified candidates. Even before the onset of COVID-19, turnover rates have been alarmingly high, with many employees departing within a year or two, and in some cases, even sooner. The predominant issue, as voiced by many of our members, is the disparity between workload expectations and compensation and incentives. This disparity cannot be illustrated by salary surveys alone.
Frequently, we are discovering that even when comparing job titles with benchmark cities, the job descriptions and responsibilities differ significantly.
Our members often undertake the workload equivalent to two or more positions in other municipalities.
While we continue to bargain with the City, we are drafting proposals with a keen focus on rectifying these disparities, drawing inspiration from the precedent set by the City Council and their commitment to fair compensation as demonstrated by the approved significant salary increases for other labor groups in 2022, 2023 and even earlier this year. Your dedication to this principle has a profound impact on staff morale and productivity.
Councilmember Bonilla Jr. has rightly highlighted the increasing competition for talented workers among Bay Area municipalities. Hayward's unique ability to cultivate exceptional talent has not gone unnoticed, with neighboring cities and districts actively recruiting some of our most skilled staff. Mayor Salinas emphasized during the Nov. 7, 2023 City Council vote on City Council Handbook modifications that Hayward deserves the very best Council. We share this sentiment for our staff: Hayward deserves nothing less than the best. However, without immediate action and collaborative efforts to address retention challenges, we risk falling short of delivering what our community rightfully deserves.
We know the City's budget encompasses numerous essential items. As you assess the City's priorities for the upcoming year and beyond, we urge you to prioritize Hayward city workers just as highly as other critical areas.
Together, let’s continue to make Hayward an exceptional place to live, to work, and to thrive.
Thank you,
Brianne R. Elizarrey

Dear Mayor Salinas and City Councilmembers:
Today as you review the proposed fiscal year 2025 operating budget and five-year plan, I hope that you will keep in mind the Hayward city workers
who will be executing the Council’s plan and bringing the City’s goals to fruition.
As an Information System Support Tech, I image and deploy computers as well as staff the help desk, providing solutions for the City's computer issues. The City’s budget would impact my ability to do my job to the best of my ability. As you know, it takes resources and support to get the work done. But more importantly, it takes the experience, education, talent, and commitment that can only come from the individual worker that makes that work a success. The City has many items in its budget, but I ask that as you weigh the City’s priorities in this next year and years to come, that you give the proper weight deserved to making Hayward city workers as big a priority as any. As a Literacy Program Coordinator, I have spearheaded initiatives to provide literacy and ESL services that directly contribute to reducing illiteracy rates in Hayward and enhancing the quality of life for numerous residents. Improved literacy skills translate into better employment prospects, increased household income, and enhanced purchasing power, all of which can have a positive impact on Hayward's economy.
