RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE AN AGREEMENT WITH PROJECT SENTINEL IN AN AMOUNT NOT-TO-EXCEED $180,000 TO PROVIDE MEDIATION, ARBITRATION, AND EDUCATION SERVICES RELATED TO THE RESIDENTIAL RENT STABILIZATION AND TENANT PROTECTION ORDINANCE AND MOBILEHOME SPACE RENT STABILIZATION ORDINANCE WHEREAS, an Agreement with Project Sentinel since before 2018 was executed to administer the City’s Residential Rent Stabilization and Tenant Protection Ordinance (RRSO) and the Mobilehome Space Rent Stabilization Ordinance (MRSO) and to provide administrative support, develop a curriculum and provide education regarding tenant and landlord rights and responsibilities, and mediation and arbitration services to resolve disputes regarding rent increases; and WHEREAS, there has been an increase in volume and complexity of rent review petitions in addition to inflation costs since the RRSO was adopted in July 2019; and WHEREAS, there are sufficient funds budgeted in the proposed FY 2025 Operating Budget to cover the cost associated with this agreement with no additional impact to the Rental Housing Program Fund.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Hayward hereby authorizes the City Manager to execute an Agreement for Fiscal Year 2025 with Project Sentinel, in a form approved by the City Attorney, for a total not-to-exceed amount of $180,000, to Provide Mediation, Arbitration, and Education Services Related to the Residential Rent Stabilization and Tenant Protection Ordinance and Mobilehome Space Rent Stabilization Ordinance.
