RESOLUTION AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE AN AMENDMENT TO THE MEMORANDUM OF UNDERSTANDING WITH THE HAYWARD AREA RECREATION AND PARK DISTRICT FOR OPERATIONS AND MAINTENANCE OF CERTAIN LANDSCAPE AND LIGHTING ASSESSMENT DISTRICT (LLAD) PARKS WHEREAS, the City and Hayward Area Recreation and Park District (HARD) first entered into a Memorandum of Understanding (MOU) in 2016 for Twin Bridges Park, Gordon E. Oliver Eden Shores Park, and Alden E. Sports Park; and, WHEREAS, the MOU was set to expire with the Master Lease Agreement (MLA) on June 30, 2023; and, WHEREAS, on August 15, 2023, the MOU was amended to extend for one year and include SoHay Park; and, WHEREAS, the aforementioned parks and funded through the respective Landscape and Lighting Assessment Districts (LLAD), specifically LLAD #7, 10, 12, and 18; and, WHEREAS, staff recommends entering into a new five-year MOU, with options to extend, to continue the collaborative efforts between the City and HARD for recreational outdoor operations and maintenance.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Hayward that the City Manager is hereby authorized and directed to execute a new Memorandum of Understanding with the Hayward Area Recreation and Park District for operations and maintenance of certain Landscape and Lighting Assessment District Parks, effective July 1, 2024.
