RESOLUTION AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE A PROFESSIONAL SERVICES AGREEMENT WITH CAPITOL ADVOCACY PARTNERS FOR FEDERAL LEGISLATIVE ADVOCACY WHEREAS, the City’s legislative program informs interested parties of the City’s stances on any piece of legislation, state-wide referenda, grant funding opportunity, or local ballot measure; and WHEREAS, the City’s legislative program serves as a basis for action regarding any piece of federal or state legislation or funding opportunity; and WHEREAS, the City’s legislative program employs specialized legislative advocacy firms in order to communicate the City’s policy and funding priorities to federal elected officials and agencies; and WHEREAS, Capitol Advocacy Partners, Inc., has served as the City’s provider for federal legislative advocacy services since 2014; and WHEREAS, on January 11, 2024, the City issued a request for proposals for federal legislative advocacy services and received five responsive proposals; and WHEREAS, staff evaluation of proposals determined that Capitol Advocacy Partners, Inc.’s proposal demonstrated a record of securing funding for the City, relationship-building with federal officials, and proactive approach to advocacy on behalf of cities like Hayward.
NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Hayward that the City Manager is hereby authorized and directed to negotiate and execute a professional services agreement with Capitol Advocacy Partners for federal legislative advocacy services for FY 2025, renewable up to a five-year period, in an amount not to exceed $69,996 in its first year and increasing by 3.5% per year each additional year, in a form approved by the City Attorney.
