RESOLUTION AUTHORIZING THE INTERIM CITY MANAGER TO REVISE THE COMMUNICATIONS OPERATOR LATERAL AND ENTRY LEVEL HIRING BONUS PROGRAM TO INCLUDE DISPATCH CALL TAKER POSITIONS WHEREAS, on June 21, 2022, the City Council authorized the establishment of the Communications Operator Later and Entry Level (COLE) Hiring Bonus Program under which those hired as Communications Operators for the Hayward Police Department (HPD) are rewarded a $10,000 hiring bonus; and, WHEREAS, the current COLE program does not provide a hiring bonus to candidates who are hired for the position of Call Taker, even if the candidate is initially hired as a Communications Operator but found to be better suited as a Call Taker; and, WHEREAS, the City Council authorized adding six Communications Operator positions to the HPD’s budget in FY 2024, some of which may be utilized as Call Taker positions to advance the City’s goal of providing Emergency Medical Dispatch services to the community; and, WHEREAS, the HPD anticipates hiring a minimum of five Call Takers eligible for COLE program per year; and, WHEREAS, the updated COLE Bonus Program shall offer $5,000 to those hired as a Call Taker, to be dispersed to the Call Taker in four equal phases: $1,250 upon acceptance of a final offer of employment, $1,250 upon successful completion of the training program, $1,250 upon successful completion of the probationary period, and $1,250 two years after the completion of the probationary period; and, WHEREAS, this program shall be funded with currently appropriated Police Department budgeted salary and benefit savings that result from vacant positions.
NOW, THEREFORE, BE IT RESOLVED that the City Council authorizes the Interim City Manager to revise the Communications Operator Lateral and Entry-Level (COLE) Hiring Bonus Program to include Call Taker positions.
