My May 27 map:
• More equal populations
• Comparable CVAP numbers
• More compact districts
• More major roads/tracks as
boundaries
Other dimensions can reduce impact of lines.
• Sparks flew at August 13 hearing.
• Underlying concern: lack of candidate pipeline in new districts. • We can’t draw our way out of all problems.
• Proposed solutions:
1. Adopt maps on schedule, allowing 2 years to cultivate candidates.
2. Form district councils or similar forums to create interest.
3. Adopt single-winner ranked-choice voting within districts. • Encourages protected-group candidates to run.
• Allows one or more protected groups to coalesce behind a candidate of their choice. • Prevents vote splitting by protected groups.
• Track record: 74 multi-round Bay Area RCV contests over 2 decades, 2.5 million votes. • Then draw districts without worrying where future candidates are.
Examples of local ranked-choice elections
• 2022 San Leandro Mayor: ranked-choice voting cures vote splitting / spoiling • 2020 Berkeley City Council District 2: RCV provides stronger mandate
Proposed change to CVRA settlement:
• Finish maps first.
• Original settlement was hasty and involved no community input, justifying reconsideration. • “8. The parties agree that the City will institute elections for six City Council seats by single-member districts beginning with the 2026 City Council election. The Mayor will continue to be elected at-large.
To encourage protected-group candidates to run, prevent vote splitting by protected groups, enable one or more protected groups to coalesce behind a candidate of their choice, and enable competitive and diverse contests with a winner enjoying a strong mandate, the six City Council seats and Mayor will be elected by ranked-choice voting, defined by a new Hayward ordinance similar to Berkeley City Code 2.14. The City agrees that it will not reduce the number of Council districts and that there will be at least six Council districts, with the Mayor elected at large. This paragraph expires on November 6, 2032.”
• “11d. Petitioners may not request fees or expenses related to ranked-choice voting.” • Amend settlement before 2026; In Nov 2032, amend city charter to retain ranked-choice voting and delete references to at-large council elections.
TO: Mayor Salinas and Hayward City Council FR: Chuck Purvis, downtown Hayward resident RE: More data on housing / population characteristics for Proposed Hayward Council Districts DT: September 3, 2024 Attached is one table that summarizes Census 2020 data on population, housing units, households, and households by tenure (owner-occupied households, renter-occupied households) for the three proposed plans for Hayward Council Districts. This data can hopefully complement the data on population by race/ethnicity characteristics as produced by the City Consultant. Thankfully, the City Consultant provided a block-to-district equivalency file which can be used in computer programs to summarize block level data to the proposed districts. The Census data file used is the DHC file – “Demographic and Housing Characteristics. ” Data is from the 2020 decennial census (the “short form”). Ideally this represents the US population as of April 1, 2020. These are not the same as the state-adjusted data, based on the 2020 Census, for purposes of districting/redistricting. Data Highlights 1. Hayward has a total population of 162,954 persons, which includes 159,656 persons residing in households. The di\erence is 3,298 persons residing in group quarters. 2. Hayward has a total of 52,268 housing units, of which 50,215 were occupied (“households”) and 2,053 units were vacant. 3. The average household size in Hayward is 3.18 persons per household. 4. The owner-occupied share of total households in Hayward is 52.8 percent. Renter-occupied share is 47.2 percent. 5. By proposed council district, the smallest household sizes are in the “foothill” council district (“F”), ranging from 2.66 in Plan 1 to 2.79 in Plan 3. 6. The largest household sizes are in the South Hayward council district (“D”), ranging from 3.38 persons per household in Plan 2 to 3.73 persons per household in Plan 1. Proposed council district “B” would also have higher average household sizes: 3.47 in Plan 1 and 3.57 in Plans 2 and 3. 7. Plan 1 and 3 have four districts where the majority of the households are owner-occupied. Plan 2 has three of the six districts with a majority being owner-occupied. 8. The highest owner-occupied share is in Plan 3, district “B” at 71.3 percent owner-occupied. 9. The highest renter-occupied share of total households is in Plan 3, district “C” at 64.0 percent renter-occupied.
Other Census 2020 data from DHC on tenure-by-age of householder; tenure-by-race/ethnicity of householder, population by age by sex by racial/ethnicity characteristics is also available. Data on subjects such as “health insurance” and “housing a\ordability” are not available in the decennial census, but is available from the Census Bureau’s American Community Survey (ACS). Data on year-to-year changes, 2005 to 2022, would be available for large areas such as the City of Hayward and Alameda County. Data at smaller geographic levels, say, “census tract” would be available in five-year groupings, e.g., 2005-2009, 2010-2014, 2018-2022. The “single-year estimates” from the 2023 ACS are expected for release on September 12, 2024. I hope this is of interest, and is a helpful complement to the great work produced by the City’s consultant! Table 1

Please add more street names to the proposed district maps. As submitted, they are impossible to interpret and virtually useless. Thank you

Hello!Sending along this note in support of Draft Map 3 as it appears to keep a large number of communities of interest intact. It also respects community boundaries.
Thank you very much for your dedication to an inclusive process.-Sara

I don't like this idea about district voting, I want to vote for all people who want to be in city politics.
