RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE A PROFESSIONAL SERVICES AGREEMENT WITH WILSEY-HAM, A WHB COMPANY, IN AN AMOUNT NOT-TO-EXCEED $256,000 FOR THE DESIGN SERVICES FOR THE CAMPUS DRIVE SIDEWALK PROJECT WHEREAS, to address safety and speeding concerns on Campus Drive, a Pilot Program which included temporary lane reduction, installation of Class IV Bike Lanes in addition to traffic striping, pavement markings and traffic signs was implemented on Campus Drive in 2023. This resulted in a 14% reduction in speeds on Campus Drive; and WHEREAS, in August of 2023, Phase 2 of the project began with the removal of the white flexible posts and repaving of Campus Drive between Oakes Drive and Highland Boulevard, and restriping Campus Drive between Oakes Drive and Highland Boulevard as a two‐lane bi-directional roadway making the lane reduction permanent; and WHEREAS, the final phase of the Campus Drive Project will consist of the installation of sidewalks on Campus Drive which will install sidewalks between 2nd Street and Oakes Drive (north side) and Oakes Drive and University Court (south side); and WHEREAS, On May 30, 2024, a request for proposals was issued on OpenGov for the design services for the New Sidewalks on Campus Drive Project; and WHEREAS, On July 5, 2024, four proposals for the design services for the project were received; and WHEREAS, staff recommends Wilsey Ham, A WHB Company, for the project based on their responsiveness to the proposal and schedule, knowledge of and experience of the proposed team in designing similar sidewalk projects.
NOW BE IT RESOLVED by the City Council of the City of Hayward that the City Manager is hereby authorized and directed to execute, on behalf of the City of Hayward, an agreement for professional services with Wilsey Ham, A WHB Company, for design and engineering services during construction of the Campus Drive Sidewalk Project, in an amount not-to-exceed $256,000, in a form approved by the City Attorney.
