Resolution Authorizing the City Manager to AMEND AND EXTEND an Agreement with All Star Talent, Inc. for Recruitment Consulting and Services in an Amount Not to Exceed $167,800.00, WITH THE OPTION TO RENEW FOR ONE ADDITIONAL ANNUAL TERM FOR A TOTAL AMOUNT NOT TO EXCEED $504,000 WHEREAS, the Hayward Police Department has experienced a significantly diminished pool of qualified sworn and professional applicants due to a competitive market and other factors; and WHEREAS, recruitment for Communications Operators and Police Officers positions have experienced a decline in applications since 2020; and WHEREAS, from May 2023 to date, partnership with All Star Talent, Inc. has generated the hiring of 36 Police Officers, eight Communications Operators, and five Call Takers; and WHEREAS, there will not be an additional impact on the City’s general fund as salary savings from vacant positions will be used to fund the cost of this agreement; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Hayward that the City Manager is hereby authorized and directed to amend and extend the agreement with All Star Talent, Inc. in an amount not to exceed $167,800 for recruitment consulting and services, with the option to renew for one additional annual term for a total contract amount not to exceed $504,000.
