RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE AN AGREEMENT WITH ONWARD HEALTH, INC. TO DEVELOP AND PILOT WHEELCHAIR ACCESSIBLE VEHICLE RIDE, DOOR-THROUGH-DOOR ASSISTED RIDES, GROUP TRIP, AND SELF-SERVICE APP RIDE FOR NON-ADA PARATRANSIT SERVICES THROUGH JUNE 30, 2025 IN AN AMOUNT NOT TO EXCEED $235,438 WHEREAS, the City of Hayward provides non-ADA paratransit services to adults over age (70) and individuals with certified disabilities residing in Hayward and the surrounding unincorporated areas of Alameda County through the Hayward Operated Paratransit (HOP) program; and WHEREAS, the City Council of the City of Hayward by Resolution 24-072, dated April 23, 2024, authorized the City Manager implement the FY 2025 Paratransit Program Plan submitted to the Alameda County Transportation Commission (ACTC); and WHEREAS, the FY 2025 Paratransit Program Plan included a description of new and discontinued non-ADA paratransit services the HOP program intended to implement in order to address unmet community needs; and WHEREAS, on September 5, 2024, the HOP program published a Request for Proposals (RFP) inviting bids to implement new non-ADA paratransit services and restore previously discontinued HOP services in FY 2025, in addition to operating ongoing services beginning in FY 2026; and WHEREAS, on October 18, 2024, eight (8) responsive proposals were received, reviewed and scored by City staff and three (3) were selected as finalists and invited to interview; and WHEREAS, Onward Health, Inc. was selected by staff based on its ability to both operate existing Non-ADA paratransit direct transportation services and carry out all new and returning services requested in the RFP; and WHEREAS, there is an immediate need among HOP’s enrolled users for wheelchair accessible vehicle rides, door-through-door assisted rides, and group trips, and the launch of a self-service ride request app would allow HOP to serve a greater number of riders; and WHEREAS, new and returning services will require a development and pilot period to ensure that these services are in place and functioning as needed prior to their full launch in FY 2026; and WHEREAS, sufficient funds were appropriated from Fund 214 (Measure BB) for pilot program implementation as part of the FY 2025 budget process in accordance with the Paratransit Program Plan submitted to ACTC.
NOW, THEREFORE, BE IT RESOLVED that the City Council hereby authorizes the City Manager or their designee to execute an agreement with Onward Health, Inc. to develop and pilot wheelchair accessible vehicle ride, door-through-door assisted ride, group trip, and self-service app Non-ADA paratransit services in the period between January 1, 2025 and June 30, 2025 for an amount not to exceed $235,438.
