RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE AN AGREEMENT WITH ONWARD HEALTH, INC. FOR NON-ADA PARATRANSIT DIRECT TRANSPORTATION SERVICES FOR FY 2026 IN AN AMOUNT NOT TO EXCEED $880,613 WHEREAS, the City of Hayward provides non-ADA paratransit services to adults over age (70) and individuals with certified disabilities residing in Hayward and the surrounding unincorporated areas of Alameda County through the Hayward Operated Paratransit (HOP) program; and WHEREAS, on September 5, 2024, the HOP program published a Request for Proposals (RFP) inviting bids expand the HOP program’s non-ADA paratransit services in FY 2025 as well as operated ongoing non-ADA paratransit services beginning in FY 2026; and WHEREAS, on October 18, 2024, eight (8) responsive proposals were received, reviewed and scored by City staff and three (3) were selected as finalists and invited to interview; and WHEREAS, Onward Health, Inc. was selected by staff based on its ability to offer non-ADA paratransit direct transportation services consisting of curb-to-curb rides; door-through-door assisted rides; wheelchair accessible vehicle rides; group trips; and travel training to eligible residents via app, telephone or text message; and WHEREAS, Fund 214 (Measure BB) reserve balance is sufficient to support this agreement, and is expected to be augmented by the FY 2026 Measure BB Sales Tax Direct Local Distribution allocated by the Alameda County Transportation Commission; and WHEREAS, funding to support this agreement will be appropriated as part of the FY 2026 annual operating budget.
NOW, THEREFORE, BE IT RESOLVED that the City Council hereby authorizes the City Manager or their designee to execute an agreement with Onward Health, Inc. to provide FY 2026 non-ADA paratransit direct transportation services for an amount not to exceed $880,613.
