Mayor Mark Salinas and Members of the Hayward City Council City of Hayward
777 B Street
Hayward, CA 94541
Subject: Resignation as Chair of the Community Services Commission Dear Mayor Salinas and City Council Members,
This evening I will be sworn in as the newest member of the Hayward Uni fied School
District Board of Trustees. I am formally resigning as Chair of the Community Services Commission (CSC) effective immediately.

Serving as Chair of the CSC has been an honor, and I am deeply proud of the Commission’s contributions to advancing equity, transparency, and accountability in our city. Over the years, the CSC has addressed a wide range of critical issues, including:
● Reviewing the 2019 Point-in-Time Count and Survey of Homeless Persons in Alameda County and Hayward.
● Supporting the development and implementation of the Hayward Housing Navigation Center .
● Recommending a resolution recognizing the importance of Census 2020. ● Affirming the signi
ficance of Black Lives Matter through actionable
recommendations, such as prioritizing funding for Black residents, promoting racial equity in agency leadership, and fostering celebrations like Juneteenth. ● Engaging in the City’s Diversity, Equity, and Inclusion efforts and supporting the adoption of a Racial Equity Action Plan.
● Providing input on the Three-Year Strategic Roadmap and updates on homelessness and public safety strategies.

These efforts re flect the CSC’s unwavering commitment to tackling systemic inequities and ensuring the well-being of Hayward’s most vulnerable residents.

The CSC’s recent work on transparency issues surrounding the Police Chief’s Advisory Panel (CAP) exemplifies its commitment to accountability and justice. Punishing the CSC for addressing valid concerns risks eroding trust in both the Commission and the broader community.

As I transition to the school board, I remain committed to fostering collaboration between the Hayward Uni
fied School District and the CSC. Many of the Commission’s recommendations serve as vital safety nets for students and families, and I look forward to strengthening these connections.

I want to extend my deepest gratitude to Vice Chair Linda Moore, Dr . Amy Cole-Bloom, Evelyn Olivera, and Carol Lee, as well as former Councilmember Sara Lamnin and Councilmember Dan Goldstein, for their dedication to the CSC.

Thank you to my fellow Commissioners, city staff, and the Hayward community for the opportunity to serve. I hope the Council will reaffirm its commitment to the CSC and provide it with the respect, resources, and autonomy it needs to continue making meaningful contributions to Hayward’s future.

Sincerely,

AUSTIN BRUCKNER CARRILLO
Trustee-Elect, Hayward Uni
fied School District Board of Education
Chair, City of Hayward’s Community Services Commission
Cc: Dr . Amy Cole-Bloom, Acting Director Community Services All Members, Community Services Commission
