RESOLUTION TO APROVE HAYWARD PUBLIC LIBRARY’S 5-YEAR STRATEGIC PLAN FY 2025-FY 2029 WHEREAS, the Hayward Public Library has not implemented a strategic plan since the new 21st Century Library and Community Learning Center facility was completed in September of 2019; and WHEREAS, the new features and service opportunities offered by the new facility, along with the 2021 launch of a bookmobile and the 2023 results of the Community Needs and Architectural Assessments of the Weekes Branch, highlighted the need for a new Strategic Plan to fully leverage these opportunities and address identified challenges; and WHEREAS, a request for proposals (RFP) was posted for a Strategic Plan consultant in November of 2023 and Baton Global was selected to lead the Library’s Strategic Planning process in December of 2023; and WHEREAS, the consultants gathered information and data throughout 2024 by utilizing staff, community, and stakeholder surveys, on-site visits and interviews, and focus groups to complete the Library’s Strategic Plan in the Fall of 2024; and WHEREAS, the new Strategic Plan includes new Mission and Vision statements, and implementation and communication plans; and WHEREAS, the Library Commission accepted the Strategic Plan on October 21, 2024.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Hayward hereby approves the Hayward Public Library’s 5-year Strategic Plan that shall span Fiscal Year 2025 through Fiscal Year 2029.
