I and several others in the Fairway Park neighborhood have been working with city staff on and off for over two decades (as far back as Mr. Nagel and Mr. Santos, whom most of you don't even know existed as department heads working on the street tree issue) to monitor, save and add to our street trees. The city continues to spend time, effort and money on rewording the ordinance but does nothing to deal with the crux of the problem. The problem is enforcement. What the city needed to address are the requirement of street trees and the immediate consequences of illegally removing trees. Stop with the lip service! If you aren't going to actually, effectively deal with the problem then stop pretending to. I am twenty plus years tired and frustrated with your not committing to decisive action.

As one of the people who helped create Access Hayward as a means of addressing the problem of illegal removal of trees among many other issues, I regret to say that the program has become a joke. To tell a resident that the request for action has been completed because a supervisor handed the issue off to a staff member is malarkey. To put a lien on property as a means of enforcement is worthless.

Instead of fiddling around with the language, get a backbone and declare a full canopy of street trees in Hayward a fundamental sustainability policy. Search out how other cities effectively penalize culprits for illegal removal of trees. --

Correction: It was not on 60 Minutes that I saw the program about Singaore, but on a public television station. My apologies!

Hello,

I am a Hayward resident and homeowner who has a rather tall tree in my front yard whose roots are expanding across the front yard towards the house. I purchased the house in 2016 with the tree already planted. It’s not doing very well and would like to know if I submit a permit to remove the tree and it is denied for one reason or another, will I be refunded my permit fee?

Dear Mayor, Council Memebers & City,
I have recently raised a few urgent and serious concerns in my public comments emails submitted to your attention in the past month and this month. I incorporate them here as a reference so please take a note of it.

Upon checking with the Clerk Ms. Lens there has been no input or recourse taken by you on them.

My raised concerns and grievances continue to exist as Hayward Police Department, City Attorney's Office and Clerk's Office still is not replying my calls and providing answers as needed.

City staff is paid to reply to public business but clearly they are defying it often especially HPD, City Attorney and Hayward Animal Shelter staff or unprofessionals.

I have been forced and stressed to invest or waste an amount of time and effort to follow up with the City that could have been avoided if it was handled timely, efficiently, effectively and unbiasedly by the staff. Clearly I am selectively and dispatately treated there.

I am a target of gang stalking of HPD and even the City here that is very obvious to me in several ways which I have and will explain later further.

The City needs to do the professional, ethical, non discriminatory and effective thing to handle my public business with it as that also conserves resources and time of the City.

My public records requests have been illegally handled and not fully honored. The City cannot put its self defense tactics over my 1st Amendment rights to free speech, movement and redress my issues there. The California Public Records Act and California Transparency laws require City to produce certain records and they are not. The City Atoorney is a joker as he left me voicemails claiming he will produce records legally only then to not do so and then he fails to return my calls also acting blatantly un professional. Tell me why City has such an unethical lawyer paid by taxpayers' taxes? HPA and Hayward Animal Shelter at least have been involved and in conspiracy with others including Fremont Police Department and FBI at minimum in gang stalking me, my being hacked, my cat rescues and pets being stolen, my home, vehicles and storage being burglarized and vandalized and in my attempted murder etc.

I am daily home invaded, my animals and I am being slowly killed and my parents too and our property keeps getting stolen. Our devices are hacked and our privacy anywhere we go is compromised. We are attacked by harassers terrorists gang stalkers daily non stop.

How would you like it if we were being illegally targetted like this by government officials and their hired operatives?
I request my concerns before and now be put on agenda soon so you can actually address it.

Remember if I could be a target and government can violate my rights and actually commit crimes against me, so could they do it to any of you.

I hope you have an ethical and moral compass to let this happen to me, another human being.

Did you have a chance to carefully review my prior comments and information on links in it yet? Please review it all.

I await a fair and unbiased discussion and a swift resolution on it from the City.

P .S. How compose, patient amd polite will you be to anyone who just invaded your home once? I HAVE BEEN SUBJECTED TO 365 plus invasions and thousands of other crimes since 2021 and after I voiced grievances against FPD's police misconduct and crimes against me and grievances and a Claim for the same against HPD and HAS.

Dear Mayor, Council Members & City,
Good day.

I have been reaching out to Hayward Police Department's Records Division for months on my official queries and concerns. They are failing to call me back.

How can they do this? It has harmed my interests.

I have reached out to City Attorney Mr. Michael Lawson and he also fails to revert to me.

How can he do that being a public servant ignore a public member who pays his salary through my taxes too?
It has harmed my interests.

I have contacted Hayward Animal Shelter before many times and left voicemails for its Manager and Animal Control and they did not contact me back or replied my business matters either. It has harmed my interests. They deny me their public services illegally violating my rights. Am I chopped liver.

How can they do this and why?
When I come to COH, its security guard follow me and treat me impolitely unprovoked. Why they can do this?
I requested public records through the Clerk's office in the past 3 1/2 some years and till now most of those records have not been availed to me. Mostly they have claimed exemptions that are not even applicable in refusing to give those records or lied they do not exist when records retention time period has not passed to purge them at all. HPD and Clerk's office had lied at ﬁrst about my one online police report not being existing only to produce it months later only I think after 6 months time to ﬁle a claim against them had passed. Do you think that is ethical? No.

Now, you took an oath to uphold the law and constitution of our country USA and you pledge allegiance to US ﬂag so please make sure that no undue power of FBI, DOJ, USAF , NSA, CIA, DOD, DOHS and others as part of the deep state can compromise your ethics and integrity in seeing through that this City and its staff does not violate my civil rights and the laws and do not deliberately frustrate and instigate opening City to lawsuits and waste hardworking COH's taxpayers' money. That is what they have been doing since 2018 at least. Would any of you folks like to be terrorized by our government and your City officials not redressding it duly?
I can only respect my public officials who prove their ethics and integrity by their actions.

I request you all to refer my concerns raised and more I wish to raise in upcoming few city council meetings as I have a few matters to raise and address with this City.

I got home invaded, drugged to sleep today again, my property and evidence got stolen, my and my family's cell phones and rest devices are still hacked invading our privacy blantantly and deleting of all kinds of media and rest evidence that pertains to HPD, HAS and COH besides their police, FBI and other accomplices happened again and my rescue animals got poisoned in my home while I was put to sleep. I have gone through over 400 home invasions. Do you think it is a joke? How many can you withstand and not be upset?
It is our darn US law enforcement behind it okay. They have a system in place for decades to silence certain folks who are independent thinkers and who show the courage to call them on their crap. I have ﬁgured it out how they operate, very secretly, systematically and evilly.

My cats or anyone's do not deserve to butchered, drowned, poisoned or beaken to terrorize me. Does yours?
HAS is involved in their tragic demise allright. It must end.

I got cats dumped at my home again this weekend.

It is not ending. HAS and HPD has a lot to do with my rescues being killed, stolen and these cats being dumped trust me. You must investigate it. Their marked and unmarked vehicles' gps records will show how they stalk me. Their calls and emails will show a trail pf their crimes against me.

The 911 calls records will reveal their misconducts towards me from 2018 to present.

Why won't you want to investigate it and root out these criminals dirty rascals predators from our society? You must.
