RESOLUTION APPROPRIATING $19,44 4,000 FROM PARK -IN-LIEU FUNDS (FUND 260) TO FUND 4 05 AND AUTHORIZING THE CITY MANAGER TO EXECUTE AMENDMENT N O. 1 TO THE MEMORANDUM OF
UNDERSTANDING WITH THE HAYWARD AREA RECREATIONAL AND PARK
DISTRICT FOR THE FUNDING, OPERATION S, AND MAINTENANCE OF LA VISTA PARK, PROJECT NO. 06914
WHEREAS, since 2017, the City and the Hayward Area Recreation al and Park District (HARD) have worked towards a shared vision of constructing and operating La Vista Park, a new destination park in South Hayward . The addition of a destination park will create a much -needed amenity and attraction for South Hayward, the City, and the entire region; and
WHEREAS, by Resolution No. 24-259, on December 17, 2024, the City Council authorized and directed to the City Manager to execute a new Memorandum of Understanding with the Hayward Area Recreation and Park District for the funding, operations, and maintenance of La Vista Park; and
WHEREAS, between 2017 and 2024, City Council committed $13,000,000 in Park - in-Lieu funds to the La Vista project; and
WHEREAS, after receiving and reviewing construction bids, Staff determined an additional $6,444,000 in Park-in Lieu funds is needed to fully fund the construction of La Vista Park including design, construction, administration, inspections, and testing costs; and
WHEREAS, there is sufficient balance in the City’s Park -in-Lieu Fund (Fund 260) to cover this amount.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Hayward that $19,666,000 is appropriated from Fund 260 to Fund 405 and that the City Manager is hereby authorized and directed to execute Amendment No. 1 to the Memorandum of Understanding with the Hayward Area Recreation and Park District for the funding, operations, and maintenance of La Vista Park.
