RESOLUTION AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND
EXECUTE AN OPERATIONS AND LEASE AGREEMENT FOR STACK CENTER
PHASE I BETWEEN THE CITY OF HAYWARD A JOINT PARTNERSHIP
COMPRISING EDEN YOUTH AND LA FAMILIA
WHEREAS, the City Council has long recognized the South Hayward community’s need for a new youth and family center; and
WHEREAS, in collaboration with community partners, has worked over the past decade to develop the Stack Center, a multi-phase community-serving facility; and
WHEREAS, Phase I of the Stack Center was completed in March 2025, including the renovation of the former Matt Jimenez Community Center into a high -quality, affordable childcare facility and the creation of a new outdoor community events plaza; and
WHEREAS the Phase I Governance Group, with the prior consent of Council, conducted a Request for Qualifications process to identify a Facility Operator and Administrator, and unanimously identified La Familia Counseling Services and Eden Youth as the most qualified operator for the Project; and
WHEREAS, the proposed Operations and Lease Agreement formalizes the joint partnership between the City and the Operators for administration and operations of Phase I of the Stack Center.
NOW, THEREFORE, BE IT RESOLVED, that the City Council hereby authorizes the City Manager to negotiate and execute an Operations and Lease Agreement with Eden Youth and La Familia for the operation and administration of Stack Center Phase I , in a form approved by the City Attorney.
