RESOLUTION AUTHORIZING THE CITY MANAGER TO AWARD A CONTRACT
TO PACIFIC SEWER MAINTENANCE FOR SEWER ROOT CONTROL SERVICES IN AN AMOUNT NOT TO EXCEED $197,612
WHEREAS, the City of Hayward (City) owns and maintains approximately 320 miles of sewer mains in the sanitary sewer system; and
WHEREAS, on June 6, 2025 , the City issued a request for quote (RFQ #25-058) for sewer root control services over a 2 -year period to treat approximately 19.2 miles of root intrusion within the City’s sanitary sewer lines to extend the longevity of the sanitary sewer system; and
WHEREAS, in response to the RFQ, the City received one (1) bid in the amount of $177,611.56 submitted by Pacific Sewer Maintenance , that is about 14% below the engineer’s estimate of $203,000; and
WHEREAS, the City has determined that Pacific Sewer Maintenance possesses the necessary experience and skills to perform the work; and
WHEREAS, the site access in easement areas can be challenging that could lead to unforeseen field conditions, an administrative change order contingency of $20,000 (about 11% of the bid amount) is requested to bring the contract limit to be awarded to $197,612, including administrative change orders.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Hayward that the City Manager is hereby authorized and dir ected to execute, on behalf of the City of Hayward, a n agreement with Pacific Sewer Maintenance , in a form approved by the City Attorney, for sewer root control services in an amount not to exceed $197,612, including a contingency for additional services, if required and authorized.
