The special City Council meeting was called to order by Mayor Salinas at 5:38 p.m. in Conference Room 2A, Hayward City Hall.

WORK SESSION
1. City Commissions: Review of Six Reappointment Requests and Approval of Interview Process for August 26, 2025 (Report from City Clerk Lens) WS 25-032 Staff report submitted by City Clerk Lens, dated August 19, 2025, was filed
City Clerk Lens provided an overview of the staff report and informed the City Council that Commissioner Amardeep Brar had withdrawn his reappointment request.
Discussion ensued among members of the City Council and staff about five reappointment requests and the Commission Report, which included members' attendance records and verification of completion of mandatory trainings for all City commissions.
The City Council recommended advancing four reappointment requests, declaring four commission seats vacant due to members' attendance falling below a 60% threshold, and placing commissioners with attendance between 61% and 74% on a monitoring list to be reevaluated in December 2025. If the attendance for those members does not meet the required 75% standard, their seats may be declared vacant. The City Clerk was directed to notify all affected members accordingly.
The City Council agreed to the selection and interview process outlined in the staff report.
