RESOLUTION ADOPTING AMENDMENTS TO THE OPERATING BUDGET OF THE CITY OF HAYWARD FOR FISCAL YEAR 2025-26
WHEREAS, on June 17, 2025, the Hayward City Council adopted the City of Hayward Proposed FY 2025 -26 Operating Budget with adjustments to the proposed budget as outlined in the June 17, 2025, staff report; and
WHEREAS, Council directed staff to return in the fall to revise the budget to address a shortfall of $8.9 Million; and
WHEREAS, On November 18, 2025 , staff presented a revised General Fund budget that projects a revised deficit of $26.5 Million and proposes activities to close this deficit.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Hayward that
1. The budget shown in Table 3 of the corresponding November 4, 2025, staff report is adopted as a revised Operating Budget for FY 2025-26 and reflects a balanced budget when combined with the actions below, and
2. The City Manager is authorized to reduce expenditure appropriations for general fund departments and to increase appropriations and modify transfers to/from other funds as described in the corresponding staff report, and
3. The City Council affirms that the remaining cost-control measures outlined in the staff report are within the City Manager’s existing administrative authority and are expected to be implemented by January 31, 2026, to eliminate the FY 2025–26 budget deficit, and
4. The November 18, 2025 , staff report is incorporated herein by reference as thou gh fully set forth as part of the administrative record of these proceedings.
