RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE AN
AGREEMENT WITH BAY AREA COMMUNITY SERVICES ( BACS) TO PASS
THROUGH A COMMUNITY PROJECT FUNDING GRANT IN THE AMOUNT OF $1,930,000
WHEREAS, In the Consolidated Appropriations Act, 2024 (Public Law 118 -42) (the FY2024 Act), and the Further Consolidated Appropriations Act, 2024 (Public Law 118 -47) (the Further FY2024 Act) Congress made $3,290,054,336 in funding available for Community Project Funding (CPF); and
WHEREAS, CPF awards are administered by the Department of Housing and Urban Development (HUD); and
WHEREAS, HUD received the information below about the St. Regis Multi -Services Campus project from Congress; and
WHEREAS, in August 2024, the City was awarded $1,930,000 for the St. Regis Multi- Services Campus project; and
WHEREAS, the City will act as a passthrough for said funds for Bay Area Community Services (BACS) to support the necessary improvements to bring the property into compliance to support planned uses, including operation of the HNC; and WHEREAS, said funds were specifically designated by Congress for this purpose and were not awarded through a competitive process; and
WHEREAS, through separate resolution the City Council of the City of Hayward has accepted these funds and increased revenue and appropriations in Fiscal Year 2025-26; and WHEREAS, staff have complied with and completed HUD requirements in order to receive the award; and
NOW, THEREFORE, BE IT RESOLVED , that the City Council of the City of Hayward authorizes the City Manager or their designee to execute an agreement between the City and Bay Area Community Services for an amount not-to-exceed $1,930,000 as a pass through for the FY2024 EDI-CPF Grant in support of the St. Regis Multi-Services Campus Project.
